Article 3 These Provisions are applicable to the work of all units in the company system on the equipment under their jurisdiction. Chapter II Division of Responsibilities for Work Ticket Management Article 4 The deputy manager (chief engineer) in charge of production in each management office is the person in charge of work ticket management. Article 5 The Production Technology Department of each management office is responsible for the management of the implementation of the working ticket system. The safety supervision department is responsible for the formulation, implementation, supervision and assessment of the working ticket system. Article 6. Article 8 The working ticket issuer shall be the person in charge of production or technical personnel who are familiar with the technical level of personnel, equipment and safety regulations and have relevant work experience, or the person who has been approved by the competent production leader of the unit (the working ticket issuer for live working shall also have practical work experience for live working) and published in the form of documents. Article 9 The person in charge of substation work (guardian) shall be a person with relevant work experience, familiar with equipment, familiar with the working ability of the personnel on duty and mastering safety regulations. Person-in-charge (guardian) of line work: a person who has certain working experience, grasps safety regulations, is familiar with the working ability of shift members and the equipment within the working scope. Article 10 Licensor of substation work: It shall be the personnel on duty who have certain working experience and master safety regulations. Line work permit: a person who has certain working experience, is familiar with safety regulations, the working ability of working class members and the equipment within the working scope. Article 11 Full-time guardians shall be persons with relevant work experience, familiarity with equipment and mastery of safety laws and regulations. Article 12. Members of the working class should be familiar with the equipment and master the safety regulations. Chapter IV Safety Duties of Personnel Listed in Working Tickets Article 13 Person in charge of work (guardian) 1. Organize work correctly and safely. 2. Chapter V Usage and Types of Work Tickets Article 17 The work ticket system must be implemented for electrical equipment and related places. The first working ticket of power cable of State Grid Operation Co., Ltd.; 8. The second working ticket for power cable of State Grid Operation Co., Ltd.; 9. The completed working ticket shall be reviewed by the working ticket issuer, and can only be implemented after being signed. Twenty-third working tickets should be kept in the workplace and kept by the person in charge of the work; The other copy is held by the work permit and handed over according to the value. The operator shall record the number, task, authority and end time of the working ticket in the operation duty record. Twenty-fourth completed work tickets and invalid (unexecuted) work tickets should be stamped with the words "completed" or "invalid" in the middle of the "remarks" column. Invalid working ticket should indicate the reason for invalidation. Twenty-fifth end, invalid (unexecuted) working ticket, the storage unit should be properly kept. Work of secondary system and lighting circuit: 1) When the original setting values of relay protection device, safety automatic device and automatic monitoring system are changed during operation, the normal operation of primary equipment will not be affected; 2) The relay protection and safety automatic device connected to the secondary winding of current transformer or voltage transformer and installed in the cabinet, the protected high-voltage equipment can continue to be used or no safety measures need to be taken; 3) In the relay protection device, safety automatic device, automatic monitoring system and its secondary loop, and in the maintenance and test work of communication multiplexing channel equipment, high-voltage equipment can be used without stopping or taking safety measures; 4) When working on the lighting circuit, it is not necessary to cut off the power supply of high-voltage equipment or take safety measures. 3. Non-operators use insulating rods and voltage transformers to phase or clamp ammeters to measure the current of high-voltage circuits. 4. Work in relevant places and on the shell of live equipment with a distance greater than Table 2- 1 (electrical parts of substations and power plants) of safety regulations, and work that cannot touch the conductive parts of live equipment. Article 30 The work of filling in the working ticket for live working of converter station is: live working or the work whose distance from nearby live equipment is less than that specified in Table 2- 1 of Safety Regulations (electrical parts of substations and power plants). Article 37 The work of filling in the ticket of secondary safety production measures is: 1. Remove and connect the secondary circuit of the running equipment. 2. When isolating the maintenance equipment, it is necessary to disconnect, short-circuit and restore the secondary circuit connected to the operating equipment. Thirty-eighth in a work ticket, the work ticket issuer, the person in charge of the work and the work permit shall not concurrently hold each other. Article 39 For the first working ticket and the first working ticket of power cable, the maintenance unit shall deliver the working ticket to the operating personnel on duty one day before work 16. Article 47 The second working ticket is closed every day, and the working class personnel clean the work site, open the closed road and return the working ticket to the personnel on duty. When you return to work the next day, you should get the permission of the work permit, get back the working ticket, and record it in the duty record by the operating personnel on duty. Accident emergency repair should be supervised by special personnel, and safety technical measures should be taken in accordance with the provisions of safety regulations, and work can be started only after the work permit procedures are fulfilled. 2. The emergency repair of electrical accidents should be recorded in the duty record.
