According to the Opinions, by 2022, we will strive to build at least 1 fully functional community pension service institutions in all streets, and towns with conditions should also actively build fully functional community pension service institutions, and the coverage rate of community day care institutions will reach more than 90%.

The "Opinions" also clarify that it is necessary to implement the action plan for the construction of community old-age service facilities, guide, supervise and inspect all localities to ensure that new residential areas are equipped with old-age service facilities, and old residential areas will supplement old-age facilities according to local conditions through government repurchase, lease and transformation. By 2022, the compliance rate of old-age service facilities will reach100%;
