Department responsibilities:
(a) the implementation of national, provincial and Suzhou human resources and social security development policies, regulations and plans, formulate the city's human resources and social security development policies and plans, formulate government human resources and social security normative documents, and organize the implementation, supervision and inspection.

(four) to promote the multi-level social security system covering the urban and rural areas of the city. To formulate and organize the implementation of policies and standards for social insurance and supplementary insurance for the aged, unemployment and work-related injuries in the whole city, and formulate management and settlement measures for designated units of work-related injury insurance in the whole city. Implement the provincial-level co-ordination measures for endowment insurance and the unified measures for the continuation of the relationship between endowment insurance, unemployment insurance and work-related injury insurance in the whole country, province and Suzhou.
To organize the formulation of measures for the management and supervision of social insurance and supplementary insurance funds such as pension, unemployment and work-related injuries in the city, prepare the draft budget and final accounts of the city's social insurance funds, be responsible for the prediction, early warning and information guidance of the city's social insurance funds, improve the response plan, and maintain the overall balance of the social insurance funds. In conjunction with relevant departments, we will implement the national insurance plan and improve the city's unified social insurance public service platform.
(5) Coordinate the implementation of labor and personnel dispute mediation and arbitration measures and labor relations policies, improve the consultation and coordination mechanism of labor relations, supervise the implementation of policies to eliminate illegal use of child labor and laws and regulations on special labor protection for female workers and underage workers, and implement the system of working hours, rest and vacation for employees. Organize and implement labor security supervision, coordinate workers' rights protection work, and investigate and deal with major cases according to law. Improve the petition work system of the city's human resources and social security system.
(VI) To be responsible for the development of human resources in the city, participate in talent management, take the lead in deepening the reform of the title system, formulate policies for the management of professional and technical personnel, continuing education and postdoctoral management in the city, be responsible for the selection, training and introduction of high-level professional and technical personnel, and formulate policies to attract overseas students to work or settle in our city. In conjunction with the relevant departments to develop the city's skilled personnel training, evaluation, use and incentive system. Improve the vocational qualification system and improve the diversified evaluation policy of vocational skills.

Article 6 The areas where social security cards are issued (hereinafter referred to as card-issuing areas) shall establish standardized human resources and social security business processes with strong comprehensive coordination among businesses, so as to ensure the effective application of social security cards. At the same time, it shall also meet the following technical conditions:
(a) to establish a business management system, database and information network suitable for the use of social security cards;
(two) have the technical force to support the management and application of social security cards, including personnel and equipment, and be able to quickly complete the system layout of social security card applications;
(3) Formulating standardized and feasible implementation plans, including application design plans, cost solutions, information collection plans and specific distribution plans;
(four) to establish a scientific and perfect social security card issuance management system and clear internal control procedures, and formulate emergency plans;
(5) Other conditions stipulated by Ministry of Human Resources and Social Security.
