Party and government leading cadres at the provincial and ministerial level, bureau level and county level have participated in training for a total of three months or more than 550 hours every five years, and other cadres have participated in training for no less than 12 days or 90 hours every year.

On the basis of self-study and investigation, the central group study ensures that the collective study and discussion are not less than 1 time every quarter, and members of the party and government leading bodies at or above the county level, especially leading cadres, should take the lead in teaching in party schools, administrative colleges, cadre colleges and socialist colleges.
