1. Two training institutions in Beijing were investigated. The summer cram schools organized by Jiudetang International Education Consulting (Beijing) Co., Ltd. and Beijing Huaxia Xueyou Education Consulting Co., Ltd. were investigated. These two training institutions have violated relevant policies by training preschool children in Chinese Pinyin, reading and writing pictures, mathematical calculation and English spelling.
Second, make special legislation for teaching and training institutions. Off-campus training institutions have adapted to the diverse needs of primary and secondary schools, kindergartens and parents for education and training, and are a supplement to the existing teaching system. However, the phenomena of false propaganda, over-class teaching, and unreasonable charges have also caused students to bear too much burden after class, which has seriously affected the teaching of public schools and adversely affected the healthy development of education.
Although the relevant departments have issued many policies for off-campus training institutions, due to the loose laws and regulations and the lack of mutual norms and constraints, special training institution legislation should be formulated nationwide.
From the legislation, the establishment of teaching and training institutions, teaching activities, teacher management and other issues have been comprehensively standardized, the responsibilities of teaching and training institutions have been clarified, and a strict legal system has been established.
Third, establish a long-term mechanism, regularly check and establish a joint law enforcement mechanism of education, market supervision and other departments, evaluate training institutions once a year, give timely feedback on existing problems, and urge them to correct within a time limit. If the rectification is not timely, it will be resolutely banned.
Fourth, standardize the management, establish a real-name certification file for teachers in training institutions, and strictly access to ensure the quality of training. On the other hand, in-service teachers should be prevented from engaging in educational activities and strictly managed.
Only by adopting the above methods can we clarify the responsibilities of the education authorities, protect the legitimate rights and interests of students, effectively resolve the crisis, ensure a good social environment, and promote the healthy development of China's education and training industry.
