Both the Law on Work Safety and the Administrative Measures for Work Safety Training have provisions on this. Article 20 of the Law on Work Safety: The principal responsible persons and safety management personnel of a production and business operation entity must have the knowledge and management ability of work safety corresponding to the production and business operation activities of the entity. The main person in charge and safety production management personnel of the production, management and storage units of dangerous goods, as well as mining and construction units, shall be qualified by the relevant competent departments for their safety production knowledge and management ability before taking up their posts. The assessment shall not be charged. Article 21 The production and business operation entities shall educate and train the employees in production safety, so as to ensure that the employees have the necessary knowledge of production safety, be familiar with the relevant rules and regulations on production safety and safe operation procedures, and master the skills of safe operation in their posts. Employees who have not passed the safety education and training are not allowed to work at their posts. Twenty-second production and business units that use new technologies, new processes, new materials or new equipment must understand and master their safety technical characteristics, take effective safety protection measures, and conduct special safety education and training for employees. Twenty-third production and business units of special operations personnel must go through special safety training in accordance with the relevant provisions of the state, and obtain the qualification certificate for special operations before taking up their posts. The scope of special operations personnel shall be determined by the safety production supervision and management department of the State Council in conjunction with relevant departments of the State Council. Twenty-fourth production and business units of new construction, renovation and expansion projects (hereinafter referred to as construction projects) safety facilities must be designed, constructed and put into production and use at the same time with the main project. Investment in safety facilities should be included in the budget estimate of construction projects. The newly revised "Measures for the Administration of Work Safety Training", Order No.44 of the State Administration of Work Safety, was deliberated and adopted at the office meeting of the Director General of the State Administration of Work Safety on 201February 31day, and is hereby promulgated and shall come into force on 201March 2. The former state administration of work safety (State Administration of Coal Mine Safety) issued No.65438 on February 28th, 2004, and the Measures for the Administration of Safety Production Training shall be abolished at the same time. Measures for the Administration of Work Safety Training issued by Luo Lin State Administration of Work Safety on 20 12 1 month 19, Chapter I General Provisions Article 1 In order to strengthen the management of work safety training, standardize the order of work safety training, ensure the quality of work safety training and promote the healthy development of work safety training, it is formulated in accordance with the Law of People's Republic of China (PRC) on Work Safety and relevant laws and administrative regulations. Eighteenth the State Administration of work safety and the provincial safety production supervision and management departments regularly organize the selection of excellent safety training materials. Safety training institutions should give priority to the use of excellent safety training materials. Article 19 The State Administration of Work Safety shall be responsible for the training of production safety inspectors of production safety supervision and management departments at or above the provincial level and coal mine safety inspectors of coal mine safety supervision institutions at all levels; Organize, guide and supervise the training of the main responsible persons and safety production management personnel of the central enterprise corporation, general factory or group company. The provincial safety production supervision and management department is responsible for the training of safety production supervisors in the city and county safety production supervision and management departments; Organize, guide and supervise the training of provincial production and business units, branches and subsidiaries of central enterprises and their subordinate units; Organize, guide and supervise the training of special operators. City and county safety production supervision and management departments shall organize, guide and supervise the safety training of the main persons in charge and safety production management personnel of other production and business operation entities except central enterprises and provincial production and business operation entities within their respective administrative areas. Provincial coal mine safety training and supervision institutions shall organize, guide and supervise the training of the principal responsible persons, safety production management personnel and special operations personnel of coal mining enterprises within their respective jurisdictions. Safety training for personnel registered in hazardous chemicals registration institutions, personnel undertaking safety evaluation, consultation and inspection, registered safety engineers and emergency rescue personnel in production safety shall be conducted in accordance with the provisions of relevant laws, regulations and rules. In addition to the main person in charge, safety production management personnel and special operations personnel, the safety training of employees in production and business units shall be undertaken by the production and business units. Twentieth production and business units shall establish a safety training management system to ensure the funds needed for the safety training of employees, and carry out safety education and training for employees corresponding to their posts; Employees who adjust their jobs or adopt new processes, technologies, equipment and materials should receive special safety education and training. Employees without safety education and training are not allowed to work at their posts.
