(1) Unify understanding and strengthen leadership and supervision. At present, the financial management in some villages is chaotic, which affects the development of rural economy to varying degrees. All levels should pay enough attention to it, put strengthening rural financial management on the important agenda of rural reform, establish a leading mechanism for rural financial management, and all departments at all levels should form a joint force and make concerted efforts. Villages should set up villagers' representatives who understand business, are fair and upright, and dare to adhere to principles, form villagers' financial management teams headed by village party secretaries, carry out democratic financial management activities, and inspect and supervise village property management.
(2) Stabilize the ranks and ensure the long-term stability of rural finance. It is necessary to strengthen the training and management of rural accountants, adhere to the annual business training for accountants, clarify the responsibilities and powers of accountants, properly solve practical problems in accordance with the relevant provisions that accounting is not lower than the welfare treatment standards of village leaders, fully mobilize their enthusiasm, relieve their worries, let them work with peace of mind, and play the role of accounting reflection, accounting and supervision.
(3) Improve the village-level financial management system. A perfect financial system is an effective weapon to ensure the smooth development and implementation of the work, and is the basis for doing a good job in rural collective financial management. Each village has formulated a set of management system suitable for the financial situation of the village, which makes the rural financial management well documented and rules-based, and avoids subjectivity and randomness.
