Under the overall planning and guidance of the Ministry of Education and the Ministry of Finance, the central finance specially supports the central and western provinces to implement the training project for rural compulsory education backbone teachers in accordance with the overall requirements of the "National Training Plan" and conduct targeted training for rural compulsory education teachers in the central and western regions.

At the same time, guide local governments to improve the teacher training system, increase the training of rural teachers, and improve teachers' teaching ability and professional level. The training plan mainly includes off-the-job replacement training for rural primary and secondary school teachers, short-term centralized training for rural primary and secondary school teachers and remote training for rural primary and secondary school teachers.
