On how to improve the handling level of township disciplinary Committee
It is of great significance for the township discipline inspection commission to investigate and deal with cases of violation of discipline and law to maintain rural social stability, protect the interests of the masses, close the relationship between the party and the masses, and promote and guarantee the healthy development of rural economy. The central, provincial and municipal commission for discipline inspection attaches great importance to the handling of cases by the township commission for discipline inspection, and every year, it takes the investigation of grassroots violations of discipline and law as the key content of case investigation. However, due to the difficulty of full-time staff, single task and special time, there is still a gap in handling cases in many towns and villages. Some towns don't want to do it, dare not do it, some towns won't do it, can't do it, and some even don't report the case and delay the investigation. The author made an investigation on the handling of cases by the township discipline inspection commission, and thought that in order to change this situation, we must make efforts from the following aspects to urge the township discipline inspection commission to handle cases. First, the secretary of the township discipline inspection commission should improve his understanding of the case inspection work and change his thought of "not wanting to do it". At present, some township disciplinary committee secretaries do not pay enough attention to the anti-corruption work, and their understanding of case investigation is not in place. They think it doesn't matter whether the case investigation is done well or not. Only when the other central tasks arranged by the Party Committee and government are done well can we be practical and hard-working, and be useful to the image of the unit and personal future. Some even think that the investigation and handling of cases will affect the economic development, and that the idea of "not wanting to do it" should be changed "economically". The secretary of the Commission for Discipline Inspection should strengthen his understanding of anti-corruption work, fully understand the important role of the Commission for Discipline Inspection in anti-corruption work, and clearly realize that anti-corruption work is related to the stability of rural political power, social stability and the success or failure of urban-rural integration. Efforts should be made to eliminate the understanding that "handling cases will affect local economic development and cause a bad image of the government." Article 2 of "Regulations on Case Inspection of Disciplinary Inspection Organs in communist party, China" clearly stipulates that the guiding ideology of case inspection is to handle cases according to discipline, safeguard party constitution and other party laws and regulations, strictly observe party discipline, strengthen the building of a clean and honest party style, ensure reform and opening up, promote economic development and ensure the implementation of the party's basic line. As the secretary of the Commission for Discipline Inspection, we should focus on the discipline inspection and supervision work, integrate it into the case inspection work, change "not wanting to investigate" into "actively investigating", establish the consciousness that "doing discipline inspection and supervision well is the only way to promote the central work", and promote the development of discipline inspection and supervision work and central work. Second, we must have the feelings of discipline for the people, the spirit of hatred, and change the psychology of "dare not do it." On the issue of investigating and handling cases, there are "five fears" to varying degrees: First, they are afraid that township party committees and government leaders will not support them. I am worried that the main leaders of the township party and government are unwilling to investigate and deal with disciplinary cases within their jurisdiction. I'm worried that the case will affect the unit's innovation and annual assessment. I am worried that after finding out the problem, I will discredit the villages and towns and affect my political achievements. Second, I am afraid that I can't pass. Working in the same town, I don't look up. If the case is investigated and dealt with lightly, it will be punished by the party discipline, and if it is serious, it will be expelled from the party, lose your job, and even bear criminal responsibility. As a case handler, it is unreasonable. Third, I am afraid of being retaliated and hurting my family. Fourth, fear of offending people and losing tickets is not conducive to personal growth and affects vital interests. Fifth, I am afraid that the investigation will be misunderstood. I am afraid that people will say that the cadres of the Commission for Discipline Inspection are "touching people", so I would rather be a "good man" than a "black boss"! In order to change the "fear" psychology of "dare not do it", the author believes that as a secretary of the Disciplinary Committee, he should have the feelings of discipline for the people, be fierce and hate, and be upright and upright. General Secretary Hu Jintao pointed out in the report of the 17th National Congress of the Communist Party of China: "Resolutely punishing and effectively preventing corruption is a major political task that the Party must always grasp, which is related to the people's hearts and the life and death of the Party." Only by handling cases according to discipline can we dig out the cancer of corruption for the society, reassure the party and satisfy the people. The third is to effectively improve the political quality and professional quality of discipline inspection and supervision cadres and solve the problem of "not doing it". The secretary of the township discipline inspection commission is relatively mobile and his work is relatively unstable. Some are novices on the road. Although they work hard, they are not familiar with the business and lack the basic experience of case inspection, which leads to insensitivity to case clues, unclear handling procedures, lack of methods for investigation and evidence collection, and inability to grasp the key points, so that major cases are investigated into small cases and small cases are not investigated. To solve the problem of "can't do it", we must first work hard to improve our quality. The first is to strengthen training and study. The secretary of the Commission for Discipline Inspection should receive pre-job training and on-the-job training, learn the basic procedures of case investigation, master the skills of making documents and transcripts, and master the methods of obtaining evidence and breaking through cases, so that the secretary of the Commission for Discipline Inspection can use them to fight and win the battle. The second is to strengthen guidance. The Commission for Discipline Inspection at a higher level should regularly supervise the handling of township cases, provide counterpart guidance, start with listening to reports, visiting and cleaning up letters and visits, assist in investigating case clues, tap the source of cases, and provide practical guidance from filing, collecting evidence, closing cases to file sorting, binding and filing, so as to help the secretary of the Commission for Discipline Inspection at a township master the methods and procedures for handling cases. Secondly, we should strengthen the "three consciousnesses" and basic skills. The first is to enhance the awareness of evidence. The most convincing thing in investigating a case is evidence, and the process of handling a case is the process of obtaining evidence according to law. We should be good at discovering evidence, collecting and extracting evidence in time, keeping evidence permanently, and examining and judging evidence. The evidence obtained shall be legal, relevant and objective, and shall be used for qualitative analysis. The second is to enhance procedural awareness. In the daily handling of cases, some investigators only pay attention to the entity and ignore the procedure, which is wrong. Only when the procedure of case inspection is legal can the qualitative accuracy be guaranteed. Special attention should be paid to the integrity of the program. Each case must go through the steps of clue screening, initial verification, filing, investigation, trial, and decision of punishment (transfer to judicial organs for violation of criminal law), and no link can be omitted or replaced. The third is to pay attention to the strategy of handling cases. We should be good at grasping the key points and make good use of the five-word formula of "fast, steady, skillful, accurate and practical": fast means finding clues quickly, making decisions quickly, investigating and collecting evidence quickly, and ensuring first-hand information; Stability means being cautious and steady, not anxious or dry; Accuracy is the accurate grasp and judgment of the trend of the case, the opportunity for the policy to promote the breakthrough of the case and the accurate characterization of the case; Clever is the clever use of conversation skills, and strives to break through the case quickly in conversation; Truth means seeking truth from facts, that is, the evidence should be true. Fourth, actively strive for the support of the party Committee and government, integrate the power of handling cases, and get out of the "impossible" dilemma. At present, there is still an environment where the township disciplinary Committee cannot handle cases. First, the Party committee and government do not pay enough attention to the investigation and handling of cases, believing that the investigation and handling of cases will affect the good image of the Party committee and government and the development of local economy; Second, the power to investigate and handle cases is insufficient. Many towns and villages have only one secretary of the discipline inspection commission, and other tasks are heavy, so they have little time and energy to conduct discipline inspection. Members of the Commission for Discipline Inspection basically do not participate in discipline inspection, so it is difficult to conduct normal case investigation. To get out of the "impossible" predicament, as the secretary of the township discipline inspection commission, we should ask for more instructions and report more, and strive for the strong support of the local party Committee and government. Article 43 of party constitution stipulates that the Central Commission for Discipline Inspection shall work under the leadership of the Central Committee. The party's local discipline inspection committees at all levels and grass-roots discipline inspection committees work under the dual leadership of the party committees at the same level and the discipline inspection committees at higher levels. Article 6 of the Regulations on Case Inspection also stipulates that case inspection should rely on party organizations at all levels. At the same time, it is a prerequisite to ensure sufficient personnel and energy and further strengthen the handling power of the township discipline inspection commission. First, we must be fully staffed. Each township discipline inspection commission shall be equipped with a full-time deputy secretary or a full-time member of the discipline inspection commission in addition to a secretary of the discipline inspection commission, so as to ensure that more than two cadres of the discipline inspection commission are engaged in the discipline inspection work full-time. Second, be full-time and dedicated. The secretary of the township discipline inspection commission and the full-time deputy secretary or members of the discipline inspection commission try not to be in charge of or less in charge of other work other than discipline inspection, so as to ensure that they have enough time and energy to engage in discipline inspection. Third, in investigating major and difficult cases, you can try to hand in the case. The fourth is to create a good environment, provide good services and eliminate interference. In view of the difficulties encountered by the township disciplinary Committee in handling cases, the superior disciplinary Committee should strengthen communication and coordination with the township party Committee, strive for the support and cooperation of the party Committee, and create a good environment for investigating cases. Fifth, it is necessary to implement the responsibility, implement the assessment of work objectives, establish a responsibility system for investigating and handling cases, and reward those who have made meritorious service in reusing township cases. Those who have blank cases should be investigated for responsibility, and comrades who are not suitable for discipline inspection should be transferred from their posts. The secretary of the Commission for Discipline Inspection, who conscientiously performs his duty of handling cases, should clearly support and encourage him to investigate cases boldly, and at the same time ensure that his legitimate rights and interests are not harmed, his personal rights are not infringed, and his political rights and interests are not affected, so as to ensure that he has a future, strength and influence. The secretary of the township discipline inspection commission who has made outstanding achievements in handling cases should recommend recognition to counties and cities. Those who are young and promising, have strong working ability, innovative spirit and outstanding achievements are actively recommended to the organization department, and they are promoted and reused to form a good atmosphere of "those who are capable are superior and those who are mediocre are inferior".
