The General Office of the State Council issued the first systematic document on regulating the development of off-campus training institutions at the national level, Opinions on Regulating the Development of Off-campus Training Institutions, which put forward specific measures for regulating off-campus training institutions, and put forward detailed requirements for training places, teachers' conditions, training arrangements and fee management.
1. In terms of site conditions, it is proposed that off-campus training institutions must have fixed sites that meet safety conditions, with an average annual area of not less than 3 square meters during the same training period.
2. In terms of teachers' qualifications, it is proposed that off-campus training institutions must have a relatively stable teaching staff, and teachers engaged in Chinese, mathematics, English, physics, chemistry, biology and other disciplines must have corresponding basic requirements such as teacher qualifications.
3. In the training arrangement, the training content shall not exceed the corresponding national curriculum standards, the training frequency must match the enrollment grade, and the training progress shall not exceed the progress of primary and secondary schools in the county.

Article 17 The examination and approval authority shall issue a school license to a formally established private school, and announce the formally established private school and its articles of association to the public. The license for running a private school shall be formulated by the administrative department of education of the State Council and printed by the administrative department of education, labor and social security of the State Council in accordance with the division of responsibilities.
Article 18 When applying for registration in accordance with relevant laws and administrative regulations, a private school shall submit the following materials to the registration authority: (1) an application for registration; (2) school license; (3) the identity certificate of the legal representative to be appointed; (4) the articles of association of the school. The registration authority shall complete the registration formalities within 5 working days from the date of receiving the application materials specified in the preceding paragraph.
