The first is to strengthen organizational leadership. Governments at all levels should make full use of and give full play to the comprehensive functions of cultural stations. Second, establish a stable investment mechanism and increase investment.

The public welfare nature of the cultural station determines that it mainly relies on the key support of the state. Therefore, in the construction of cultural stations, governments at all levels, especially at the county and township levels, should give full play to the leading role and assume the main responsibility. Governments at all levels should conscientiously implement the resolution of the Sixth Plenary Session of the Fourteenth CPC Central Committee that the growth of cultural undertakings should not be lower than the growth rate of fiscal revenue in that year, increase financial input, seriously solve the problems of cultural stations in facilities, places, equipment and personnel training, effectively protect personnel funds and public funds, special business and career projects, and increase investment in cultural stations year by year, and the growth rate should not be lower than that of fiscal revenue in that year.

The cultural station funds will be included in the fiscal year budget, and the construction funds and operation funds of the cultural station will be effectively solved. Innovate the way of government investment, introduce the competition mechanism appropriately, and change direct appropriation into project procurement through project bidding, thus effectively improving the efficiency of capital investment.

Third, improve the treatment to attract talents and stabilize the grassroots cultural team.

At present, the wages and benefits of cultural station staff are lower than those of local government and education system. Cultural stations serve the whole society, undertake social education and promote social and cultural prosperity. The business is all-encompassing and the work is extremely complicated. An education system whose work intensity exceeds that of a single service limited age group. Culture is the spirit and soul of a nation and a powerful force for national development and revitalization. Since ancient times, culture, especially popular culture, is an important symbol of social development and progress. Cultural workers are engineers of the human soul and senior mold makers who shape the development of social culture. The stationmaster should enjoy the same treatment as the principal of the local high school.

Relevant departments and leaders should pay attention to and implement the wages and benefits of specialized cadres, and gradually straighten out the relationship between personnel, establishment, professional titles, wages and benefits. Only by eliminating worries can we attract and retain talents and stabilize the grassroots cultural team.

Fourth, ensure the establishment of cultural stations. The Opinions of the Central Office and the State Council on Further Strengthening Cultural Work require that cultural stations should be equipped with full-time personnel for management. Each comprehensive cultural station has 1-2 establishments, which can be appropriately increased if the service population is large. Three national cultural demonstration zones have been compiled.

Five, clear affiliation, put an end to buck passing. Some cultural stationmasters are under the dual management of local governments and county cultural departments, and some local governments regard cultural work as dispensable or even a burden. As a result, the cultural station specializes in "full-time but not specialized", and is often tired of coping with the work of the local party Committee and government, delaying business development. The cultural station encountered substantive problems and no one solved them. Dual management has hindered the development of cultural undertakings. It is necessary to thoroughly clarify the subordinate relationship, uniformly divide counties and districts, lead vertically, and improve work efficiency.

Sixth, strengthen supervision and assessment. Establish and improve the assessment mechanism and scientifically set assessment indicators. Formulate assessment methods for cultural work, incorporate the construction of cultural stations into the comprehensive assessment of governments at all levels, and strive to form a good atmosphere of caring for and supporting the construction of cultural stations.
