I. Main Work and Practice

1, pay attention to education and training, and improve the quality of cadres and workers. In order to further improve the overall quality of cadres and workers in bureau organs, combined with the favorable opportunity of government institutional reform and the implementation of the Regulations on Cadre Education and Training, cadre education and training has been put on the agenda. While completing the training, adjustment and selection tasks assigned by higher-level organizations and personnel departments, efforts should be made to strengthen the political theory study of bureau-level cadres and continuously improve the political theory level of all cadres.

First, during the "Learning and Practicing Scientific Outlook on Development Activity", according to the relevant spirit of the Central Committee and the Provincial Party Committee on carrying out in-depth study and practice of Scientific Outlook on Development in the whole party, combined with the requirements of the Municipal Party Committee and the work deployment, Scientific Outlook on Development was systematically studied in three stages, from study and investigation, analysis and inspection to rectification and implementation, and the existing shortcomings were found out, and powerful rectification measures were formulated, which achieved good results.

Second, in order to improve the comprehensive quality of business personnel, more than 60 people were organized to participate in various training courses, which adapted to the new situation, improved their quality and enhanced their ability, and laid a good foundation for business work.

2, scientific deployment, appointment of cadres, the construction of cadres is increasingly strengthened. This year, the Personnel and Education Department strictly implemented the spirit of the Party Committee's instructions and made great efforts to strengthen the construction of the talent team. A total of 20 cadres were deployed, appointed and removed (including 5 cadres who were promoted and used). Adhere to the principles of fairness, justice, openness and "four non-uniqueness", give priority to selecting young and promising cadres, revitalize the bureau's human resources, and create a good situation in which people make the best use of their talents and materials. Through a year's investigation, the newly promoted cadres have done an excellent job and have been well received by everyone.

3, standardize the evaluation work, advocate diligence and integrity, improve work efficiency. At the beginning of this year, in accordance with the spirit of the notice of the Organization Department of the Municipal Party Committee and the Personnel Bureau, in line with the principles of fairness, impartiality and openness, and in strict accordance with the standards of "morality, ability, diligence, performance and honesty", 55 staff members in the business system (including the wine management office and the service center of foreign-related enterprises) were assessed at the end of the year, and 9 outstanding cadres were selected through democratic recommendation and secret ballot. Through the examination, the enthusiasm of cadres was well mobilized and the work efficiency was obviously improved.

4. Do a solid job in civil servant registration, labor wage statistics and annual report. First, carefully check the information of government staff and retirees. The second is to accurately fill in 88 approval forms for salary changes of civil servants and staff, and review more than 496 approval forms for salary and retirement expenses of staff in various units directly under the municipal business front. The third is to conscientiously complete the statistical reporting of labor wages, staffing, cadres and personnel, retirees and other reports. Because of meticulous work and accurate and timely reporting, it was rated as an advanced unit by the Municipal Bureau of Statistics.

5, constantly improve the personnel information of cadres and workers, so that the personnel file management of cadres and workers is standardized and informationized. This year, we conscientiously implemented the spirit of the documents related to archives management from our superiors, standardized the work of consulting and borrowing archives according to the requirements of the Information Management Section of the Organization Department, strictly controlled the transfer-in and transfer-out of archives, and achieved standardized reception and qualified transfer. Throughout the year, * * * collated and standardized more than 0/00 copies of personal files/kloc-,transferred 43 copies of file materials/kloc-,forwarded 7 copies of files/kloc-,consulted 40 copies of files and borrowed 20 copies of files.

6. Do a solid job in the work of veteran cadres and strive to create a new situation in the work of veteran cadres. Under the specific leadership of the leading party group and the leaders in charge, we should conscientiously implement the spirit of the instructions of the Bureau of Retired Veteran Cadres of the Municipal Party Committee, actively serve the veteran cadres, better care for them politically, better care for them in life and better serve them at work. So far, the old cadres' thoughts in the whole system are relatively stable, and there is no collective petition. The 40 veteran cadres in the bureau are quite satisfied with the work of the Personnel Education Department.

First, we often contact old comrades by telephone, ask questions, have heart-to-heart talks, care about their health and family situation, solve problems in time when they find them, and visit patients in time when they find them. Visited the first people's hospital, the second people's hospital, the third people's hospital, the hospital of traditional Chinese medicine 1 1 person-times, answered more than 18 questions about wages and benefits, and organized the third entry of veteran cadres in the city. Make a special trip to express condolences or telephone greetings to retired cadres who have lived in different places for a long time, and solve and answer their rationalization problems in time.

Second, always put the interests of old comrades in the first place, strengthen contact with the Municipal Bureau of Ageing and the Municipal Association of Ageing, and organize retired cadres to listen to Li Yilong's report on the development and changes of Huaihua City and health lectures twice in the orientation hall of the Municipal Party Committee. In the process of visiting Hongjiang District, Industrial Park, China New Town and hongjiang city, the Health of the Elderly and Health Star were selected. Bian Xiting, Yin Zhenxiu and Liu Hengxiang of our bureau were rated as health stars and elderly health respectively, and Mr. and Mrs. Zhou were rated as diamond couples.

Third, there are frequent activities. In order to enrich the old cadres' life in their later years, the July 1st and the 11th respectively organized retired cadres from bureaus to go out to visit the development and changes of urban areas and industrial parks, and to carry out patriotic continuing education in Shoufang, Zhijiang. Every time, they organized colorful entertainment activities and sent them by car.

Fourth, timely organize learning to convey the spirit of relevant documents and report on the work of the bureau, timely and patiently answer questions raised by veteran comrades, so that retired veteran comrades feel that although they are retired at home, they still understand the development and changes of the Bureau of Commerce and support the work of the bureau.

7. Strengthen contact and make new breakthroughs in communication and coordination with superior departments. This year, we actively strengthened the contact and communication with the organization, personnel education and establishment, which brought convenience to the smooth development of all work. Through active coordination, we have won an additional assessment index for the bureau, and made new breakthroughs in organization, personnel education and preparation, so that all kinds of materials, reports and personnel information can be submitted smoothly.

8. Actively participate in various activities organized by this Council. First, the automobile and motorcycle meeting. In March this year, in response to the call of the Municipal Party Committee, the Municipal Government and the Bureau Party Group, all cadres and workers actively participated and carefully planned, and specially dispatched 13 comrades to do all the preparatory work and improve all the work. Most of them go out early and come back late, and have lunch at the sports center at noon until the auto and motorcycle meeting is over. Two, actively participate in Huaihua city to create a national health city activities. All cadres and workers give up their rest time, go out early and return late, and stick to the front line of several major markets respectively. Third, actively participate in National Day activities. In order to do a good job in maintaining stability on National Day, we will arrange personnel to be on duty one month in advance, and do a good job in maintaining stability in several major shopping malls and markets in advance.

9. Strictly implement the leave cancellation system and go to work on time. Since the beginning of this year, in order to actively complete various tasks, the staff of all departments have worked overtime, insisted on commuting on time and devoted themselves to their work. It is a good habit to ask for leave in advance and cancel after the holiday. There are 22 public holidays in the whole year, and there is no phenomenon of extended holidays and extra holidays. Many comrades gave up their normal vacations for work.

Second, the shortcomings

While summing up the achievements, we should seriously reflect on the problems existing in our work, mainly in the following aspects.

First, the work lacks perseverance. Sometimes there is a lack of the spirit of grasping to the end.

Second, the sense of innovation needs to be strengthened. There is still a step-by-step thinking in the work, and the work lacks a sense of advance, which leads to sometimes passive work.
