Measures for the administration of light industry measurement
Chapter I General Provisions Article 1 In order to strengthen the supervision and management of light industry metrology, improve the quality of light industry products, safeguard the interests of the state and consumers, and give full play to the role of metrology in production, scientific research and management, these Measures are formulated in accordance with the Metrology Law of People's Republic of China (PRC). "Detailed Rules for the Implementation of the National Metrology Law of People's Republic of China (PRC)" and the relevant provisions of the metrological administrative department of the State Council, combined with the characteristics and needs of light industry. Article 2 Metrology is the technical basic work of enterprises and institutions. In order to ensure the unity of the national measurement unit system and the accuracy and reliability of the value, the competent departments of light industry at all levels, enterprises and institutions must abide by the National Metrology Law of People's Republic of China (PRC), the Detailed Rules for the Implementation of the National Metrology Law of People's Republic of China (PRC) and other relevant laws, regulations and rules. Article 3 All light industry departments, enterprises and institutions must adopt legal units of measurement, and non-legal units of measurement are not allowed.

Units of measurement may be used for export products according to the requirements of the contract. If no unit of measurement is specified in the contract, it shall be used according to the legal unit of measurement. Article 4 According to the characteristics and work needs of the light industry, the highest departmental measurement standard can be established to conduct verification and value transfer in the light industry. The highest measurement standard of this department shall be formulated by the Ministry of Light Industry.

The highest measurement standard in the light industry sector is the basis for unifying the value of light industry. Article 5 The examination of the highest standards of measurement in light industry shall be conducted by the metrological administrative department of the State Council, which shall be responsible for organizing the statutory metrological verification institutions or authorizing relevant technical institutions.

The establishment of the highest standards of measurement used by light industrial enterprises and institutions must be presided over by the metrological administrative department of the people's government at the same level as its competent department. Article 6 Metrological verification regulations must be implemented. Where there are no national metrological verification regulations for the verification of special measuring instruments for light industry, the Ministry of Light Industry shall be responsible for organizing the formulation, approval and release of departmental metrological verification regulations, which shall be implemented in light industry. And report to the metrological administrative department of the State Council for the record. Article 7 In order to do a good job in the exchange, technology popularization, consultation and service of regional measurement work of light industry, the Ministry of Light Industry approved the establishment of an exchange network organization for measurement work of light industry (without establishment), and carried out activities and work according to its articles of association under the guidance of the Ministry of Light Industry. Article 8 The metrological administrative institution of the Ministry of Light Industry shall manage and supervise the metrological work of light industry throughout the country.

The metrological administrative institutions of local light industry authorities shall manage and supervise the metrological work within their respective administrative areas. Chapter II Metrology Work of the Ministry of Light Industry Article 9 The responsibilities of the metrological administrative organ of the Ministry of Light Industry are as follows:

(a) to publicize and implement the national metrological laws, regulations and relevant rules. Responsible for organizing and implementing the measurement work of light industry departments and bureaus (head offices) in all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, and providing business guidance.

(two) to organize the national metrological certification and review of the quality supervision and inspection centers and stations of light industrial products at or above the ministerial level, and to supervise, manage and assign tasks to their metrological work.

(3) Organizing the establishment of the highest measurement standard of the Ministry of Light Industry.

(4) Organizing the formulation, approval and promulgation of metrological verification regulations of the Ministry of Light Industry.

(five) to organize the examination, certification, review and replacement of metrological verification personnel in light industry.

(six) entrusted by the metrological administrative department of the State Council, organize the first-class metrological grading and upgrading of light industrial enterprises.

(seven) to formulate and promulgate standards and rules for light industry measurement. Chapter III Measurement Work of Local Light Industry Authorities Article 10 The light industry departments and bureaus (head offices) of provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning shall be equipped with full-time measurement management personnel and set up functional institutions for measurement work. Eleventh local light industry department, bureau (head office) measurement management responsibilities:

(a) to publicize, implement and organize the implementation of national laws, regulations and rules on light industry measurement within their respective administrative areas.

(two) to supervise and guide the measurement work of enterprises and institutions.

(three) entrusted by the Ministry of Light Industry and the metrological administrative department of the provincial people's government, to participate in or organize the metrological grading and upgrading of light industrial enterprises.

(four) to participate in the measurement certification, examination and daily measurement supervision and inspection of national, ministerial and provincial light industrial product quality supervision and inspection centers and stations.

(five) entrusted by the Ministry of Light Industry, organize the examination, certification, review and replacement of metrological verification personnel in the light industry.

(six) to organize the training of metrological personnel in light industrial enterprises and institutions.

(seven) to collect information on measurement technology at home and abroad, sum up the measurement experience of affiliated enterprises and institutions, and carry out promotion and exchange work.

(eight) entrusted by the Ministry of light industry, to participate in the management of light industry measurement work by the Ministry of light industry and undertake relevant measurement tasks. Chapter IV Measurement Work of Enterprises and Institutions Article 12 Light industrial enterprises and institutions must have full-time measurement personnel, and the number of measurement personnel should account for a certain proportion of the total number of people in their own units according to their scale and work needs.

Institutions can design measurement rooms according to work needs.

An enterprise unit shall, according to the needs of production and operation management, process control and product quality inspection, set up a functional organization for measurement work, and under the direct leadership of the factory director, manager (or deputy factory director, deputy manager and chief engineer), uniformly manage, coordinate and supervise the measurement work of the unit.
