Chapter I General Provisions Article 1 In order to continuously improve the political quality and professional quality of state civil servants in our province and meet the needs of efficient management of state administrative organs, these Interim Provisions are formulated in accordance with the Provisional Regulations on State Civil Servants and the Interim Provisions on the Training of State Civil Servants, combined with the actual situation in our province. Article 2 The state administrative organs of our province shall, according to the needs of economic construction and social development and the nature, functions and posts of the administrative organs, organize and plan to train state civil servants. Article 3 The principles of national civil servant training: taking Deng Xiaoping Theory as the guide, integrating theory with practice, being consistent in learning and application, teaching students in accordance with their aptitude, stressing practical results, fully implementing the Party's basic line, and promoting the economic construction and social development of our province. Article 4 National civil servant training is an important part of the national civil servant system. Participating in training is the right and obligation of national civil servants. The academic performance and assessment during the training of national civil servants are one of the important basis for appointment, grading and promotion. Chapter II Classification of Training Article 5 National civil servant training is divided into initial training, on-the-job training, specialized business training and knowledge updating training. Article 6 Initial training refers to the training of newly recruited personnel who have entered the state administrative organs as the chief clerk and the following non-leadership positions. Through training, the newly hired personnel can establish the consciousness of public servants, understand the characteristics, functions and operating procedures of state administrative organs, abide by the discipline and code of conduct of state civil servants, and meet the basic requirements of posts in administrative organs.

The initial training is conducted during the probation period, and the training time is not less than 10 days. Only those who have passed the training can be employed and graded. Those who have not participated in the training and failed the training shall not be employed and graded. Article 7 On-the-job training refers to the training of personnel who have been promoted from provincial administrative organs to deputy division level or above and from prefectural, state, city and county administrative organs to leadership positions at or above division level according to the requirements of corresponding positions. Through training, we will further improve their political and professional quality and theoretical level, and improve their ability of organization, decision-making, coordination and innovation to meet the requirements of leadership positions.

On-the-job training should generally be carried out before taking up the post. If there are special difficulties, with the approval of the appointment and removal organ, you can also go to the post for training first, but you must complete it within 1 year.

On-the-job training time at or above the deputy county level shall not be less than 30 days. Article 8 When a civil servant is transferred to an administrative organ and promoted to the position of assistant researcher or above in the administrative organ, the administrative organ at prefecture, prefecture, city and county shall promote him to the non-leadership position of deputy director or above, which shall be implemented in accordance with the principle of Article 7 of the Interim Provisions. Ninth specialized business training refers to the training carried out by government departments at all levels according to different positions and skills requirements. Through training, national civil servants in different industries and positions can enhance their professional and technical capabilities to meet the needs of carrying out special business work.

Professional business training should be organized and implemented as required. The training time is determined by all localities and departments according to the content of mastering the skills needed for special work. Professional business training plan should be reported to the personnel department of the government at the same level for approval.

Those who have not received specialized business training or failed to pass the training shall not participate in specialized business work. Article 10 Updating knowledge training is training for all civil servants to add new, supplement and broaden relevant knowledge. Through training, civil servants can grasp new theories, knowledge, skills and information in time to meet the needs of economic construction and social development.

Update knowledge training takes 5 years as a cycle, and each person participates in update knowledge training for not less than 7 days every year. Concentrated time training can be conducted in a cycle or in years. Article 11 With the approval of the appointment and removal organ or the comprehensive management institution of national civil servant training, the training of the same type, the same subject and the same content organized by the personnel department and the competent department of the unit at the same time shall be recognized in the national civil servant training. Chapter III Training Subjects Article 12 National civil servant training subjects are generally divided into public compulsory courses, professional compulsory courses and elective courses. According to different types of training, the content should be focused. Thirteenth * * * all kinds of compulsory training courses, the main contents include Deng Xiaoping Theory, laws, regulations and policies, administrative management theory, national civil servants' code of conduct, market economy knowledge, scientific and technological knowledge, document writing and processing knowledge, and the contents that must be set in combination with Yunnan characteristics. On-the-job training has increased the knowledge of leadership science and modern management science.

Public * * * compulsory teaching materials, unified use of the national personnel department and the provincial personnel department according to the syllabus formulated by the national personnel department to write or choose teaching materials. Fourteenth professional compulsory courses are professional knowledge and technical subjects set up according to the needs of various business departments. Textbooks are selected and compiled by various business departments. Article 15 Elective courses are geared to the society, the market and the world, aiming at broadening the knowledge and technical fields of national civil servants. Textbooks are compiled or selected by the Provincial Personnel Department. Chapter IV Teaching Institutions Article 16 The national civil servant training and teaching institutions shall implement the qualification accreditation system. Administrative colleges, national civil service training institutions, national civil service training centers and other teaching institutions affiliated to government departments that undertake national civil service training shall be identified by the personnel departments of provinces, prefectures and cities in accordance with the prescribed qualifications and procedures. Local, state and municipal teaching institutions shall be reported to the Provincial Personnel Department for the record. Conditional training and teaching institutions can undertake the task of national civil servant training.
