15.4 when examining and approving a construction project, the competent department must fill in the Construction Project Establishment Safety Audit Form and report it to the security department for review. At this time, the security department can inform the competent department in writing about the requirements of safety, fire protection and environment according to the contents of the inspection, and the competent department will write the requirements into the construction contract.

15.6 the competent department of construction projects shall submit the design drawings and materials of construction projects and the design drawings and documents related to safety, environmental protection, hygiene and fire protection to the corresponding local competent departments for examination and approval, and the construction projects that have not been examined and approved or are unqualified shall not be started.
