Pollution discharge permit system is the core system of environmental management of fixed pollution sources. The Fourth and Fifth Plenary Sessions of the 19th CPC Central Committee called for the establishment of a fixed pollution source supervision system with the pollutant discharge permit system as the core and the full implementation of the pollutant discharge permit system. The pollutant discharge permit system is an important measure to implement the reform of "simplifying administration and decentralizing power, strengthening supervision and improving service", and it is also a reform and innovation to reduce the burden on enterprises. It can effectively help enterprises and institutions to implement the main responsibility of pollution control, implement precise pollution control, scientific pollution control and pollution control according to law, and is also conducive to promoting the formation of a fair and standardized environmental law enforcement and law-abiding order. Promote the popularization of law into enterprises and strengthen the publicity of the rule of law. Donghu Sub-bureau organized several special technical training sessions on the interpretation of pollutant discharge permit system. Through publicity and explanation at the meeting, "one-on-one" on-site guidance, online inquiry and other means, the Regulations on the Management of Pollutant Discharge Permit and other documents were interpreted to answer questions for enterprises. On the one hand, through the publicity of laws, regulations and policies, we will further clarify the management requirements of pollutant discharge permits, guide enterprises to further improve the contents of the implementation report for 20021year, and earnestly implement the management requirements of pollutant discharge permits for 2022; On the other hand, through the combination of theoretical introduction and systematic demonstration, the business knowledge and ability of enterprise environmental management personnel can be effectively improved, the legal compliance of enterprise production and operation can be ensured, and a good business environment can be created.

Carry out accurate training to improve the efficiency of reporting. On September 2nd, Donghu Sub-bureau organized a special technical training on the filing of pollutant discharge permit system, and conducted on-site guidance on the filing of pollutant discharge permit for enterprises with irregular reporting and incomplete application materials. Before the training meeting, the sub-bureau will feed back the audit opinions to the enterprises, and notify the enterprises to prepare the ledger information in advance, so as to promote efficient on-site reporting. On the day of the training, the branch invited the third-party technicians in charge of pollutant discharge permit audit to guide the enterprises to fill in the report on the spot, actively provided technical guidance and services for the enterprises, answered the questions of the enterprises in the process of filling in the pollutant discharge permit on the spot, and helped the enterprises to complete the report on the spot and conduct the preliminary examination, which effectively improved the efficiency and accuracy of the reporting content. The five enterprises that need to change the pollutant discharge permit to participate in this training have all completed the on-site declaration and passed the preliminary examination, and the six enterprises that need to complete the implementation report declaration will complete the system declaration as soon as possible after improving the application materials.

Implement joint trial and investigation, and strengthen law enforcement supervision. In order to implement the requirements of "Action Plan for Improving the Quality and Efficiency of Pollutant Discharge Permit (2022-2024)", Donghu Branch established a joint review mechanism for pollutant discharge permit, and organized a professional team of examination and approval, supervision and supervision on September 9 to provide on-site assistance to enterprises applying for pollutant discharge permit. Before the sewage permit is issued, the existing production and emission situation, pollution prevention facilities and sewage permit text of the enterprise shall be verified on the spot, and whether the declaration of the sewage permit system is consistent with the actual operation shall be verified, so as to guide the enterprise to carry out rectification and avoid the problems existing in the follow-up supervision from causing additional burden to the enterprise. At the same time, in order to implement the inspection requirements of pollutant discharge permit list, Donghu Scenic Area Branch issued the Work Plan of Donghu Eco-tourism Scenic Area Branch of Wuhan Eco-environment Bureau on carrying out the inspection of pollutant discharge permit list, established the linkage mechanism of pollutant discharge permit issuance, law enforcement and supervision, fully incorporated the pollutant discharge permit work into the "double random and one open" supervision system, and intensified the investigation and punishment of illegal acts such as unlicensed sewage discharge, unlicensed sewage discharge and failure to complete rectification on time.
