Safety operation procedures for physical and chemical inspection personnel
Personnel engaged in physical and chemical testing should have the ability to operate special equipment, engage in testing, analysis and evaluation, and should have relevant knowledge of physical and chemical testing of building steel structure engineering. 3.3.2 Physical and chemical laboratory testing personnel should be relatively stable. 3.3.3 Testers are divided into Grade I (primary), Grade II (intermediate) and Grade III (advanced) according to their technical level, and those who issue test reports shall hold certificates of Grade II (intermediate) and above. 3.3.4 The physical and chemical room shall provide operators with operation skill objectives, education and training plans in combination with the test of building steel structure, and make training records. 3.3.5 The physical and chemical room shall establish the post responsibility system for all kinds of personnel and publish it in the laboratory. 3.3.6 It is forbidden to employ testing personnel in two or more physical and chemical laboratories for testing at the same time. 3.3.7 Each work of physical and chemical inspection shall be carried out by two or more inspectors. 3.3.8 Testing personnel have the right to refuse the instruction that violates the physical and chemical testing regulations, and have the right to stop or refuse to use unqualified or over-standard testing instruments. 3.3.9 All personnel engaged in physical and chemical inspection in production enterprises shall be managed by the physical and chemical room in a unified way, and non-physical and chemical room personnel shall not engage in physical and chemical inspection. 3.4 Test site and facilities 3.4. 1 The physical and chemical room should have a fixed site and a special site suitable for the test business, and be equipped with necessary facilities to meet the requirements of environmental conditions. 3.4.2 The newly-built physical and chemical room should be built with a fixed site according to the Code for Design of Scientific Laboratory Building (JGJ9 1), and the existing physical and chemical room should be reconstructed with reference to this standard. 3.4.3 There should be no factors affecting the analysis results in the environment of the physical and chemical room. Nor should it be located in the vicinity where there is strong vibration. 3.4.4 The physical and chemical room shall formulate fire safety regulations, and must be equipped with corresponding fire control facilities, with reasonable layout and convenient access. 3.4.5 The physical and chemical room shall formulate the "three wastes" treatment system for toxic and harmful waste gas, waste liquid and waste. 3.4.6 Physical and chemical room should take measures to ensure good housekeeping, wear work clothes when operating, and it is forbidden to eat and smoke in the physical and chemical room. 3.5 Testing Instruments and Equipment 3.5. 1 The physical and chemical room shall be equipped with sampling, measuring and testing instruments, tools, equipment and software required for testing. See appendix d for the basic requirements of test instruments and equipment in the physical and chemical room. 3.5.2 The testing instruments, tools and equipment used shall be prepared with operating rules, operated by authorized technicians, and publicized on the wall near the instruments and equipment. 3.5.3 The physical and chemical room shall formulate safety measures and systems for instruments and equipment. 3.5.4 Test instruments, tools and equipment must be verified before use. The metrological verification certificate or self-calibration certificate shall be kept within the validity period, and the instruments and equipment shall be clearly marked. The physical and chemical room should establish a ledger, establish instruments and equipment files and management systems, and make daily inspection and use records. 3.5.5 Instruments and equipment shall be calibrated before being put into use. If it is found that the instrument shows abnormal conditions during use, it should be stopped and marked clearly. Physical and chemical laboratories with independent legal personality should go through the formalities in public. The main steps are as follows: the entrusting unit submits an application, signs a written contract, fills in an application form for testing, accepts samples for inspection, conducts laboratory or on-site testing, and issues a test report. 3.6.3 The inspection of the existing building steel structure shall be carried out according to the following procedures: application by the entrusting unit-signing a written contract-making inspection plan-investigation-on-site inspection-calculation and analysis-issuing inspection report. 3.6.4 The entrusting department shall indicate the project name, sample name, model specification, quantity, production unit, furnace number or batch number, testing items, sampling place and date, sample number, entrusting department and other items on the physical and chemical power of attorney. 3.6.5 The written contract for physical and chemical inspection shall comply with the provisions of the national contract law and relevant laws and regulations. 3.6.6 The contents of the written contract shall include: entrusting department, handling address, contact information, entrusting object, handling procedure, testing time limit, testing quantity, testing requirements, testing technical basis, testing items, testing contents, analysis standards, testing charging standards, etc. 3.6.7 The physical and chemical room shall not subcontract or subcontract the testing business. For the detection business with heavy workload or complexity, it can be contracted by more than two physical and chemical departments, and the parties contracted by * * * shall bear joint and several responsibilities for the performance of the contract. 3.7 Sampling and forensics sampling 3.7. 1 Physical and chemical inspection sampling and forensics sampling shall be carried out according to the current national or industrial standards (see appendices A and C) and the provisions and requirements of this Code. The physical and chemical room should establish a unique identification mark for the sample to ensure that the sample identification will not be confused. 3.7.2 The physical and chemical room shall formulate the procedure documents for acceptance, detection and safe handling of the sampled samples. 3.7.3 In the process of sample preparation, testing, transportation, storage and disposal, safety measures should be taken to prevent damage. Abnormal faults should be prevented. 3.7.4 After the test work is completed, the samples and test pieces shall be kept until the project is completed and accepted.
