Human resource manager refers to a manager who has obtained the national professional qualification certificate and is engaged in human resource planning, recruitment and allocation, training and development, performance management, salary and welfare management, labor relations management, human resource legal affairs and so on.

There are four levels of human resource managers, namely, level four, level three, level two and level one. Its qualification examination includes two parts: theoretical knowledge and professional ability.
