The "Implementation Opinions of the Ministry of Education and Other Six Departments on Standardizing Off-campus Network Training" (Document No.8 of Teaching Basis Letter [2065438+09]) stipulates that the off-campus training institutions shall be subject to the filing and examination system, including three aspects: (1) Key points of filing and examination. The filing materials of off-campus online training institutions mainly include: ICP (Internet Information Service) filing of training institutions, telecommunications business license (related to telecommunications business) and other related licensing information, the establishment of party organizations, fund management, guarantee conditions and service commitments, information and data interaction and processing capabilities of Internet platforms, personal information protection system, network security management system, technical measures for security protection, and information on the setting of servers in Chinese mainland. (2) Filing and review process. Off-campus online training institutions shall submit relevant materials to the provincial education administrative department where the institution is domiciled and apply for filing after obtaining ICP filing (involving telecommunication business, it shall also apply for telecommunication business license), grading filing certificate of network security level protection, and rating evaluation report. (3) Changing the filing procedures. When the filing content, training content and trainers of off-campus online training institutions change, they should submit the explanations and materials of the changes in time. The provincial education administrative department shall review the submitted change materials according to the filing requirements.
