1 the national standard for the prevention and control of radioactive pollution is formulated by the competent administrative department of environmental protection of the State Council according to the requirements of environmental safety and the national economic and technical conditions. The national standard for the prevention and control of radioactive pollution was jointly issued by the competent administrative department of environmental protection of the State Council and the competent administrative department of standardization of the State Council. The state establishes a radioactive pollution monitoring system. The competent administrative department of environmental protection of the State Council shall, jointly with other relevant departments of the State Council, organize an environmental monitoring network to monitor and manage radioactive pollution;
2. When transporting radioactive substances and radiation devices containing radioactive sources, effective measures shall be taken to prevent radioactive pollution;
3 radioactive materials and radiation devices shall have obvious radioactive labels and warning instructions in Chinese. Places where radioactive substances and radiation devices are produced, sold, used, stored and disposed of, as well as tools for transporting radioactive substances and radiation devices containing radioactive sources, shall be provided with obvious radioactive signs;
4, the location of nuclear facilities, should go through scientific argumentation, and go through the formalities of examination and approval in accordance with the relevant provisions of the state. Before going through the examination and approval procedures for the location of nuclear facilities, an environmental impact report shall be prepared and submitted to the competent administrative department of environmental protection of the State Council for examination and approval; Without approval, the relevant departments shall not handle the approval documents for the location of nuclear facilities;
5, nuclear facilities operating units engaged in nuclear facilities construction, loading, operation, retirement and other activities, must be in accordance with the provisions of the State Council on the safety supervision and management of nuclear facilities, apply for nuclear facilities construction, operation license and go through the formalities for examination and approval of loading and retirement;
6, nuclear facilities operating units to obtain the relevant license or approval documents, before the corresponding construction, loading, operation, retirement and other activities;
7. The operating unit of nuclear facilities shall prepare an environmental impact report before applying for the construction and operation license of nuclear facilities and going through the formalities for examination and approval of decommissioning, and report it to the competent administrative department of environmental protection of the State Council for examination and approval; Without approval, the relevant departments shall not issue licenses and handle approval documents;
8. Radioactive pollution prevention and control facilities supporting nuclear facilities shall be designed, constructed and put into use at the same time as the main project.

Article 13 of the Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution shall meet the following conditions when applying for a license:
(1) Having a specialized radiation safety and environmental protection management institution;
(2) There shall be no less than 5 technicians specialized in nuclear physics, radiochemistry, nuclear medicine and radiation protection, among whom there shall be no less than 1 person with senior titles. Units that produce radioisotopes with a half-life of more than 60 days shall have not less than 30 professional and technical personnel mentioned in the preceding paragraph, including not less than 6 with senior titles;
(3) Personnel engaged in radiation work must undergo training and examination in radiation safety and protection professional knowledge and relevant laws and regulations, and key positions in radiation safety should be held by registered nuclear safety engineers.
