Free medical students obtain corresponding academic qualifications and degrees after studying (undergraduate free medical students). The free directional enrollment plan for medical students faces the whole province, mainly in rural areas. Free medical students must sign a free training agreement and a targeted employment agreement with the training school and the county-level health and family planning, human resources and social security administrative departments where targeted employment is located, and promise to serve in targeted primary health care institutions for at least 6 years after graduation. Free medical students' household registration remains in their original place of residence during their school days, and they can move into their places of employment according to relevant regulations after reporting for employment.

Free medical students are free of tuition, accommodation and living expenses during their studies at school. After graduation, free medical students shall report to the corresponding county-level health and family planning administrative departments according to the directional employment agreement signed before entering school, and the primary medical and health institutions shall sign employment contracts with them in accordance with relevant regulations, handle relevant procedures and implement contract management. After the free medical students report for employment, they are required to participate in 3-year standardized training for residents (undergraduate) or 2-year training for assistant general practitioners (specialist). Those who sign up for the training and obtain the certificate of standardized training for residents or the certificate of training for assistant general practitioners are included in the 6-year service period.

Free medical students who graduate and participate in standardized training for residents or assistant general practitioners, but fail to work in primary medical and health institutions due to their own reasons, will be refunded the related expenses they have enjoyed (including tuition, accommodation, training fees, living allowances, etc.). ) pay in full according to the requirements of the agreement, and at the same time pay 50% of the above-mentioned enjoyment fees as liquidated damages to the provincial treasury. If graduation is postponed, the relevant training expenses for continuing the school year shall be borne by the students themselves. The Provincial Health and Family Planning Commission will establish credit files for free medical students.
