Vocational training policy
The state implements a vocational qualification certificate system, which stipulates the principle that workers receive necessary training before employment or taking up their posts.

According to the Labor Law, the Ministry of Labor and Social Security has formulated regulations that require workers engaged in technical jobs to receive training before taking up their posts, and workers in other positions receive necessary training before or before taking up their posts.

The Notice on Strengthening the Management of Employment Funds (Cai She Zi [1999]No. 157) stipulates that the employment training fee for urban employment subsidies is mainly used for the employment training of urban unemployed people and the subsidy expenditure for the implementation of labor reserve system for urban youth training; Re-employment subsidies are mainly used to subsidize the expenses needed for laid-off workers of state-owned enterprises to carry out employment guidance, employment introduction and employment training.

Implement the "double certificate" system for graduates of vocational schools and various vocational training institutions; Implement the principle of "combining training, assessment, use and salary distribution" for enterprises.

The implementation of junior, middle and senior technical grade system and the appointment system for technicians and senior technicians.

Financing of vocational training: Vocational training funds are allocated by the government, raised by enterprises and institutions themselves, and raised through various channels and forms such as loans, tuition fees, income generation by training entities, social assistance and donations. The state stipulates that 1.5% of the total wages of enterprise employees shall be used for employee training. It is also stipulated that a certain proportion (generally 15%) should be set aside for the pre-job training and job-transfer training of unemployed people in the employment funds paid by local governments and the unemployment insurance funds established.

Latest policy

On June 5th, 20 13, the Ministry of Finance and Ministry of Human Resources and Social Security issued a notice, requiring all localities to implement the subsidy policies for college graduates to participate in vocational training and skill appraisal, and standardize the use and management of funds.

The circular requires that all localities strengthen vocational training for college graduates, actively carry out employment skills training, extensively carry out job skills upgrading training, vigorously carry out entrepreneurship training, strengthen training information guidance, strengthen entrepreneurship guidance and entrepreneurship services, provide vocational skills appraisal services, and implement vocational training subsidy policies.

According to the notice, if college graduates attend employment skills training in the graduation year (referring to the natural year where they graduate, that is, from June 65438+ 10 to February 65438+3 1 year), and pass the training and obtain the vocational qualification certificate above junior level through vocational skills appraisal, they will be given training subsidies according to the regulations (occupations that have not promulgated the national vocational skills standards should obtain special vocational ability certificates or training qualification certificates). Enterprises that sign labor contracts with newly recruited college graduates for more than six months in the graduation year and conduct pre-job training within six months from the date of signing the labor contract shall be given a fixed training subsidy according to the situation of continuing to perform the labor contract after training and a certain proportion of the local vocational training subsidy standard. For college graduates who have participated in entrepreneurship training and entrepreneurship training and obtained entrepreneurship training certificates within the graduation year, training subsidies will be given according to regulations. College graduates who have passed the initial vocational skill appraisal and obtained the vocational qualification certificate or special vocational ability certificate within the graduation year shall be given a one-time vocational skill appraisal subsidy according to the regulations.
