Article 2 The grass-roots organizations of the Party should take it as a regular and important task to absorb advanced elements with Marxist beliefs, production consciousness and beliefs and consciously practice their joining the Party.

Article 3 The development of party member should implement the Party's basic theory, basic line, basic program, basic experience and basic requirements, adhere to the party member standards stipulated by party constitution and always put political standards first in accordance with the general requirements of controlling the total amount, optimizing the structure, improving the quality and giving full play to its role; Adhere to prudent and balanced development, with leadership and planning; Adhere to the principle of voluntary membership and personal absorption, mature one and develop another. It is forbidden to rush to development and oppose "closed-doorism".

Chapter II Identification, Training and Education of Activists Joining the Party

Article 4 Party organizations should publicize the Party's political opinions and in-depth and meticulous ideological and political work, improve the understanding of the Party by non-party people, and constantly expand the ranks of activists joining the Party.

Article 5 Workers, peasants, soldiers, intellectuals and advanced elements of other social strata in China, who have reached the age of 18, recognize the Party's program and articles of association, are willing to join the Party's organizations, actively participate in the Party's work, implement the Party's resolutions, and pay party dues on time, may apply to join the China * * * Producers' Party.

Article 6 Anyone who applies for joining the Party shall apply to the Party organization of his work or study unit. If there is no work or study unit or a party organization has not yet been established, apply to the party organization in the place of residence.

Migrant workers can also apply to the local party organization or the party organization of the competent department of the unit, or to the mobile party organization in party member.

Article 7 After receiving the application for joining the Party, the Party organization shall send a person to talk with the applicant for joining the Party within one month to understand the basic situation.

Eighth in the applicant to determine the activists to join the party, should be recommended by party member, youth league organizations and other ways. , by the branch committee (without a branch committee by the branch meeting, the same below) to study and decide, and report to the higher party committee for the record.

Article 9 The Party organization shall designate one or two official party member as the training contacts for activists joining the Party. The main task of cultivating contacts is:

(a) to introduce the basic knowledge of the party to activists;

(two) to understand the political consciousness, moral quality, realistic performance and family situation of activists, do a good job in training and education, and guide activists to correct their motivation to join the party;

(three) timely report to the party branch activists;

(4) Propose to the Party branch whether activists joining the Party can be listed as development targets.

Article 10 Party organizations should educate activists in Marxism-Leninism, Mao Zedong Thought, the party's line, principles, policies and basic knowledge, the party's history, fine traditions and style of work by taking them to party classes, participating in relevant activities within the party, allocating certain social work and concentrating on training, so that they can understand the party's nature, program, purpose, organizational principles and discipline, understand party member's obligations and rights, and help them join the party correctly.

Article 11 The Party branch shall inspect the activists who join the Party once every six months. Grass-roots party committees analyze the status of activists joining the Party once a year. In view of the existing problems, take improvement measures.

Twelfth activists to join the party in the unit (residence) work, study changes, it should be timely reported to the original unit (residence) party organization. The party organization of the original unit (place of residence) shall hand over the relevant materials such as training and education to the party organization of the current unit (place of residence) in time. Now the unit (neighborhood) party organizations should carefully review the relevant materials and continue to do a good job in training and education. Training and education time can be calculated continuously.

Chapter III Determination and Investigation of Development Objects

Article 13 After more than one year of training, education and investigation, activists who basically meet the requirements of party member can be listed as development targets after listening to the opinions of the party group, training contacts, party member and the masses, discussing and agreeing with the branch committee, and reporting to the higher party committee for the record.

Fourteenth development targets should have two official party member as party introducers. Introducers who join the party are generally trained as contacts, and can also be designated by party organizations.

Party member, who has been punished by probation and has not restored party member's rights, cannot be a party introducer.

Article 15 The main tasks of party membership introducer are:

(a) to explain the party's program and articles of association to the development target, and explain the conditions, obligations and rights of party member;

(2) Seriously understand the motivation, political consciousness, moral quality, work experience and realistic performance of the development target, and truthfully report to the party organization;

(three) to guide the development of the object to fill in the "China * * * production party to join the party application", and carefully fill in their own opinions;

(four) to introduce the development object to the branch meeting;

(five) after the development target is approved to prepare for party member, continue to educate and help it.

Sixteenth party organizations must conduct political review of development goals.

The main contents of political examination are: the attitude towards the party's theory, line, principles and policies; Political history and performance in major political struggles; Law-abiding and social morality; The political situation of immediate family members and the main social relations closely related to themselves.

The basic methods of political examination are: talking with myself, consulting relevant files, looking for relevant units and personnel to understand the situation, and making necessary letters and telegrams or forwarding. After listening to my introduction and consulting relevant information, if the situation is clear, there is no need to transfer or transfer. When conducting political review of the development goals among the floating population, we should also seek the opinions of the grassroots party organizations in their domicile and residence.

Political censorship must be serious, realistic and pay attention to my consistent performance. The review should form conclusive materials.

Anyone who fails to pass the political examination or fails to pass the political examination cannot join the party.

Seventeenth grass-roots party committees or county-level party committees should conduct short-term centralized training for development targets. Training time is generally not less than three days (or not less than twenty-four hours). During the training, I mainly studied party constitution, some rules of political life within the Party and other documents. The "Teaching Materials for Joining the Party" compiled by the Central Organization Department can be used as learning guidance materials.

Without training, you can't join the party except for a few special circumstances.

Chapter IV Preparation for party member's Acceptance

Eighteenth party member's reception and preparation work should be carried out in strict accordance with the procedures stipulated by party constitution.

Article 19 The branch committee shall strictly examine and verify the development objects, and report them to the grass-roots party committees with the authority of examination and approval for preliminary examination after they are considered qualified through collective discussion.

Grass-roots party committees review the development targets, training and education, and listen to the opinions of relevant departments such as discipline inspection and law enforcement as needed. The audit results shall be notified to the Party branch in written form, and the "China * * * Production Party's Letter of Willingness to Join the Party" shall be issued to the development objects approved by the audit.

The development object leaves the work and study unit in the next three months, and generally does not go through the formalities of receiving and preparing for party member.

Article 20 The development targets approved by the grass-roots Party committee in the first instance shall be submitted by the branch committee to the branch general meeting for discussion.

Hold a branch meeting to discuss party member's reception and preparations, and the number of people who attend the voting must exceed half of the number who should attend.

Twenty-first branch meeting to discuss the main procedures for receiving and preparing party member are:

(a) the development target report on the understanding of the party, the motivation to join the party, my resume, family and major social relations, and the problems that need to be explained to the party organization;

(two) the introducer introduces the development object, and expresses opinions on whether it can join the party;

(three) the branch committee's review report on the development target;

(IV) At the meeting, party member fully discussed whether the development target can join the Party and voted by secret ballot. Only when the number of people in favor exceeds half of the official party member, which should have the right to vote at the meeting, can the resolution of party member be accepted and prepared. Party member, who has the right to vote, is unable to attend the meeting for some reason, and formally submits written opinions to the branch before the general meeting of the branch, which will be counted as votes.

When discussing two or more development targets to join the Party at the Party branch meeting, we must discuss and vote one by one.

Article 22 The Party branch shall promptly write the resolutions of the Party branch meeting into the China Producers' Party's Volunteer Letter for Joining the Party, together with my application for joining the Party, political examination materials, training and education inspection materials, etc. , and submitted to the higher party committee for approval.

The resolutions of the branch meeting mainly include: the main performance of development goals; The number of party member people who should attend the meeting and actually have the right to vote; Voting results; The date of adoption of the resolution; Signature of branch secretary.

Twenty-third preparation of party member must be approved by the Party Committee (Working Committee, the same below).

Grass-roots party committees subordinate to township (street) party committees cannot examine and approve the establishment of party member, but they should consider the establishment of party member accepted by the branch general meeting.

The General Party Branch cannot approve party member's preparation, but it should consider party member's preparation accepted by the branch meeting.

Unless otherwise stipulated, the Provisional Party Organization cannot accept, approve and prepare party member. The Party Group cannot approve party member's preparation.

Twenty-fourth before the approval of the party committee, the party committee members or organizers should be assigned to have a heart-to-heart talk with the development target, to understand the situation, and to help the development target improve their understanding of the party. The spokesman should truthfully fill in the "China * * * Volunteer Letter for Joining the Party" and report the conversation to the Party Committee and the opinions on whether the development target can join the Party.

Twenty-fifth Party committee for examination and approval of the preparation of party member, must be collective discussion and voting.

The Party Committee mainly considers whether the development target has the conditions of party member and whether the procedures for joining the Party are complete. If the development target meets the conditions of party member and the procedures for joining the Party are complete, it will be approved to prepare for party member. The Party Committee's examination and approval opinions should be written into the "China * * * Party Membership Volunteer", indicating the start and end time of the preparatory period, and notifying the Party branch for examination and approval. The Party branch should inform me in time and announce it in general party membership meeting. Those who have not been approved to join the Party should inform the Party branch and myself to do ideological work well.

When the Party Committee approves two or more development targets to join the Party, it shall examine and vote one by one.

Twenty-sixth party committees shall, within three months, examine and approve the resolution of receiving and preparing party member submitted by the Party branch, and report it to the organization department of the higher party committee for the record. Under special circumstances, the examination and approval time may be appropriately extended, but it shall not exceed six months.

Article 27 Under special circumstances, the Central Committee of the Party and the committees of provinces, autonomous regions and municipalities directly under the Central Government may directly accept party member.

Article 28 party member can be regarded as a person who died heroically for the interests of the Party and the people in our country, with outstanding deeds, great influence in a certain range, always performed well before his death, and asked the Party organization to join the Party.

We must strictly control the development of party member. After discussion and decision by the party organization of the unit, it shall be reviewed by the higher party Committee and reported to the provincial party Committee for approval.

The fifth chapter prepares for education, investigation and regularization in party member.

Twenty-ninth Party organizations shall promptly incorporate the preparatory party member approved by the Party Committee at a higher level into the Party branch and party group, and continue to educate and inspect the preparatory party member.

Article 30 party member must be sworn in as party member. The swearing-in ceremony for joining the Party is generally organized by grass-roots party committees or party branches (general party branches).

Thirty-first Party organizations should educate and inspect party member's preparations by organizing inner-party life, listening to his own report, individual heart-to-heart, centralized training and practical exercise.

Article 32 The preparatory period for preparing party member is one year. The preparatory period is calculated from the date when the branch general meeting approves the preparation of party member.

After the expiration of the preparatory party member, the Party branch should discuss in time whether it can be converted into a formal party member. Seriously fulfill the obligations of party members, with the conditions of party member, it should be turned into a formal party member on schedule; Need to continue to study education, the preparatory period can be extended for not less than half a year, not more than one year; Do not fulfill the obligations of party members, do not meet the conditions of party member, cancel the qualification of preparing for party member.

If the preparatory party member violates the party discipline and the circumstances are minor, he can still retain the qualification of preparing for party member, and should be criticized and educated or extend the preparatory period; If the circumstances are serious, it shall be disqualified from preparing for party member.

Preparing party member to become a formal party member, extending the preparatory period or canceling the qualification of preparing party member must be discussed and approved by the branch meeting and reported to the higher party organization for approval.

Article 33 The procedures for party member to prepare for becoming a full member are as follows: I submit a written application for becoming a full member to the Party branch; The party group put forward opinions; The party branch should solicit the opinions of party member and the masses; Party branch Committee review; The branch meeting discussed and voted; Report to the higher party Committee for approval.

To discuss and prepare for the meeting of party member's regular branch, the requirements for the number of participants and the number of people in favor are the same as those for discussing and receiving the meeting of party member branch.

Article 34 The Party Committee shall, within three months, examine and approve the resolution submitted by the Party branch to prepare party member to become a full member. The examination and approval results shall be notified to the Party branch in time. The secretary of the Party branch should talk to him and announce the examination and approval results at the general party membership meeting meeting.

Party member's party age is calculated from the date when the preparatory period expires and he becomes a formal party member.

Thirty-fifth party member work, study units (residence) changes, it shall promptly report to the original party organization. The original party organization should promptly introduce its training, education and inspection to the party organization that received and prepared party member.

Party organizations should strictly examine the transferred materials for preparing party member to join the Party, and report them to the Party Committee Organization Department at or above the county level for approval, and will not recognize the unapproved preparation of party member.

Article 36 When the preparatory period expires, the grass-roots party organizations may postpone the discussion on party member's regularization for no more than six months if they think it is necessary. If it is officially transferred to party member, the time for becoming a full member shall be counted from the date when the preparation period expires.

Article 37 After preparing for party member to become a full member, the Party branch shall promptly submit its "China * * * Production Party's Volunteer Letter for Joining the Party", the application for joining the Party, the materials for political examination, the application for becoming a full member and the materials for training, education and investigation to the Party Committee for storage in my personnel file. No personnel files, the establishment of party member archives, kept by the local party committee or the county party committee organization department.

Chapter VI Developing the Leadership and Discipline of party member's Work

Article 38 Party committees at all levels shall put the development of party member on the important agenda, and bring it into the responsibility system for party building work, as an important content of party building work debriefing, appraisal, assessment and party affairs disclosure.

In the development of party member, the party committees of cities (prefectures, leagues) and counties (cities, districts and banners) conduct inspections once every six months, and the party committees of provinces, autonomous regions and municipalities directly under the Central Government conduct inspections once a year. Report the inspection results in time and report down.

Attach importance to developing party member from young workers, farmers and intellectuals, and optimize the team structure in party member. For grass-roots party organizations that have the conditions to develop party member but don't do the work of developing party member for a long time, the party committees at higher levels should strengthen guidance, supervision and inspection, and organize rectification when necessary.

Thirty-ninth Party committees and organizations at all levels shall report to the Party committees at the same level and higher levels on the development of party member and the development of party member's work plan every year, and truthfully reflect the tendentious problems and the investigation and punishment of illegal development of party member.

Fortieth Party committees at or above the county level and their organizational departments should attach importance to the selection, equipping and training of organizers and give full play to their role in the development of party member.

Article 41 Party organizations at all levels should seriously investigate and deal with violations of discipline and unhealthy practices in the development of party member. Party organizations that do not adhere to standards, fail to perform procedures, exceed the time limit for examination and approval, neglect training and inspection, and are not strictly controlled should be criticized and educated, and disciplinary sanctions should be given if the circumstances are serious. Typical cases should be notified in time, and those who join the party in violation of regulations should not be commended and announced at the branch meeting.

To resort to fraud and other means to develop people who do not meet the conditions of party member into party member, or to issue party member identity certificates for non-party member, they should be dealt with severely according to discipline and law.

Forty-second "China * * * production application form" by the central organization department is responsible for the formulation, the provincial party committee organization department in accordance with the unified printing style, and strict management.

Chapter VII Supplementary Provisions
