It is stipulated that members of the party and government leading bodies in provinces (autonomous regions and municipalities directly under the Central Government), cities (prefectures and leagues) and counties (cities, districts and banners) need to receive systematic theoretical education and strict party spirit education at least once every two to three years, with a cumulative period of not less than two months in five years.
