The learning and training process of professional and technical personnel includes the following learning methods: pro-experience learning and agent learning.

Pro-empirical learning: refers to the learning method in which subjects master knowledge and skills through learners' personal experience and on-site learning.

Agent learning: Also known as observational learning theory, people learn by observing other people's behaviors and recording them.

According to the relevant regulations, professional and technical personnel need to receive continuing education, and their learning situation is a necessary condition for their appointment, renewal, declaration of professional titles and promotion to professional and technical positions. Those who fail to complete continuing education or fail to pass the examination according to the regulations shall not be promoted or re-employed in professional and technical positions in principle.
