The Law on Work Safety stipulates that special operators must receive special safety training and obtain the People's Republic of China (PRC) Special Operation Certificate before they can take up their posts.

Special operations personnel must obtain the People's Republic of China (PRC) Special Operations Operation Certificate. Special operations personnel must receive special safety technical training suitable for this type of work, pass the theoretical examination of safety technology and practical operation skills examination, and obtain the operation certificate of special operations before taking up their posts.

Those who have not been trained or failed the training examination shall not be allowed to take up their posts. The training and examination system for special operations personnel shall be separated, and the State Administration of Work Safety shall be responsible for organizing the formulation of the training syllabus and examination standards for special operations personnel and recommending the use of teaching materials. Training institutions shall organize training in accordance with the training syllabus formulated by the State Council and the recommended teaching materials. Provincial safety production supervision and management departments, coal mine safety supervision institutions or qualified units entrusted by them shall organize the assessment according to the assessment standards formulated by the State Council.

Special operation certificate:

Special operations refer to operations that are prone to accidents and may cause great harm to the safety and health of operators and others and the safety of equipment and facilities. The scope of special operations shall be specified in the catalogue of special operations. The term "special operations personnel" as mentioned in these Provisions refers to employees directly engaged in special operations. The certificate held by special operations personnel is a special operation certificate.

The special operation certificate shall be uniformly produced by the State Administration of Work Safety and issued by the provincial safety production supervision and management departments and coal mine safety supervision institutions. The special operation certificate is common in China. The operation certificate for special operations shall not be forged, altered, lent or transferred. The validity period of the special operation certificate is 6 years, and it will be reviewed once every 3 years. It needs to be re-examined after 6 years.
