Thirty-third elevators, passenger ropeways, large recreational facilities and other special equipment operating units that provide services to the public shall set up special equipment safety management institutions or be equipped with full-time safety management personnel; Other special equipment users shall set up special equipment safety management institutions or equip full-time and part-time safety management personnel according to the situation.

Article 38 Operators of boilers, pressure vessels, elevators, hoisting machinery, passenger ropeways, large amusement facilities, and special motor vehicles in yards (factories) and their related management personnel (hereinafter referred to as special equipment operators) shall, in accordance with the relevant provisions of the state, pass the examination by the special equipment safety supervision and management department and obtain the certificate of special operators in a unified format throughout the country before engaging in corresponding operations or management.
