Participants in the free training are organized by the Veterans Office of the Civil Affairs Bureau. There are no restrictions on others. Specifically:

1, voluntary registration, free training. Since the establishment of the training system, retired soldiers in urban and rural areas who have retired from active service according to regulations can voluntarily participate in free vocational skills training organized by the government, and the training funds are uniformly arranged by the government.

2, independent choice, skill-based. Retired soldiers who meet the training requirements can sign up for vocational skills training within the prescribed registration time according to the training enrollment plan issued by the relevant government departments.
