Service outsourcing has become a new wave of global industrial transfer after manufacturing transfer. Compared with the transfer of manufacturing industry, service outsourcing is equivalent to the transfer of white-collar jobs in developed countries. Since the second half of 1980s, China has taken the lead in the wave of global product manufacturing transfer, seized the opportunity of global manufacturing outsourcing through reform and opening up, achieved 30 years of rapid economic development, and formed the global competitive advantage of China's manufacturing industry. Since 1990s, driven by the goals of reducing costs, seeking better resources and services, avoiding business risks and expanding emerging markets, and with the direct participation and promotion of multinational companies, economic globalization has gradually evolved and formed a modern service industry system characterized by service outsourcing. Ireland and India took the lead in successfully undertaking the transfer of service outsourcing. Faced with this huge market opportunity which is in the ascendant and has far-reaching influence, if China, which has greater advantages in human resources, can speed up the strategic adjustment of undertaking service outsourcing transfer, it will once again create a sustainable development period for China's economy for 30 years or even longer.
(B) China government attaches importance to the development of service outsourcing.

(D) talent shortage is the main bottleneck restricting the development of service outsourcing
The key to developing service outsourcing is talent. Service outsourcing refers to an economic activity in which multinational companies entrust their non-core business to professional service providers to reduce costs based on advanced IT technology. The image of some service outsourcing is "brain+computer" project, and the employees in this industry need professionally trained college students. According to relevant statistics, at present, 95% of the Fortune 1000 companies in the world have made outsourcing plans. It is estimated that the global service outsourcing market will exceed $600 billion in the next few years. With the rapid transfer of international offshore service outsourcing to China, the service outsourcing talent gap in China will reach 3 million in the next five years. Therefore, in order to speed up the development of service outsourcing industry, we must speed up the training of service outsourcing talents and completely solve the talent bottleneck problem that restricts the development of service outsourcing industry.
(E) Talent training is an important way to expand the talent pool of service outsourcing.
Service outsourcing is a knowledge-intensive and technology-intensive industry, which requires employees not only to have a certain theoretical basis, but also to have good practical operation ability. Traditional education in China pays more attention to theory than practice, and most fresh graduates are unable to meet the needs of various service outsourcing enterprises because of their lack of practical project experience and mastery of industry skills. Service outsourcing training belongs to vocational quality education. This kind of training mainly allows students to enter the post operation and drills through simulated scenes, effectively realizing the last "one kilometer" sprint of students from school to employment. In the past two years, the Ministry of Commerce and local governments have issued a series of policies to support special funds to guide and encourage qualified schools to improve and upgrade the discipline construction closely related to service outsourcing; Promote school-enterprise cooperation and establish a number of service outsourcing talent training bases; Introduce well-known training institutions and large enterprises at home and abroad to carry out service outsourcing training; Encourage qualified social training institutions to carry out all kinds of service outsourcing talent training, actively implement the service outsourcing talent training and cultivation project, and provide intellectual support for the development of service outsourcing industry.
(VI) Service outsourcing talents are in urgent need of national evaluation standards.
"People's Republic of China (PRC) Vocational Education Law" stipulates that "China implements a system of academic qualifications, vocational training certificates and vocational qualification certificates. The state implements a system in which workers receive necessary vocational education before or after employment. " The State Council's "Decision on Vigorously Promoting the Reform and Development of Vocational Education" points out that: when an employer recruits employees, they belong to the occupations that are subject to employment access control as stipulated by the state, and must be recruited from those who have obtained corresponding academic qualifications or vocational training certificates and obtained corresponding vocational qualification certificates; Those who belong to the general occupation (type of work) must give priority to those who have obtained the corresponding vocational school graduation certificate and vocational training certificate. By the end of 20 10, there were 2706 service outsourcing enterprises in China, with 2.328 million employees. In the next five years, there will be a shortage of 3 million service outsourcing talents in China. Therefore, many employees are in urgent need of national evaluation standards.
(VII) The Ministry of Industry and Information Technology launched the "National Service Outsourcing Skills Examination" project.
In order to implement the spirit of the document "Reply of General Office of the State Council on Encouraging the Accelerated Development of Service Outsourcing Industry" [Guo Ban Han (2010) No.69], combined with the shortage of service outsourcing talents in China, improve the quality of service outsourcing industry personnel in China and speed up the training of service outsourcing talents, especially to provide employers with a scientific and standardized skill level evaluation system and corresponding training system. China Electronic Information Industry Development Research Institute of the Ministry of Industry and Information Technology, after long-term investigation and organization of relevant experts' argumentation, launched the national service outsourcing skills examination project in the talent training examination project sequence of the Ministry of Industry and Information Technology. Set up the "National Service Outsourcing Management Center" to be responsible for the actual operation and management of the project.
The National Service Outsourcing Skills Examination (NSO) project fully relies on the knowledge advantages and industry authority of China Electronic and Information Industry Development Research Institute of the Ministry of Industry and Information Technology, and is a set of service outsourcing skills level assessment system based on job requirements for applied skills. This paper aims to provide an evaluation standard for employers to evaluate the service outsourcing skills of employees. At the same time, NSO project also provides an efficient training platform for the vast number of service outsourcing practitioners and provides efficient services for the continuous and in-depth learning of service outsourcing related skills. Under the leadership of relevant authorities, the center takes the establishment of service outsourcing skills talent evaluation system as the core, carries out innovative and open cooperation with relevant institutions in various industries, selects qualified training institutions and colleges, conducts training and assessment of projects, and gives guidance to related businesses, so as to promote the comprehensive, healthy and orderly development of the projects. National Service Outsourcing Skills Examination is a set of service outsourcing vocational education and evaluation system with industry demand as the core and industry application as the focus. Facing the employees in all fields of economic activities and students of related majors, based on the new stage of industrial development, we will cultivate a large number of qualified operational and applied talents and provide enterprises with the appointment and selection criteria for operating posts. The national service outsourcing skills examination starts a strong faculty lineup, and adopts the situational case teaching method to cultivate practical and compound service outsourcing talents; Establish an elite talent pool, professional evaluation of senior talent experts, build an operational workplace elite, an authoritative certification brand and a leading training system, so that students can become experts in the field of service outsourcing!
The National Service Outsourcing Management Center consists of National Service Outsourcing Examination Management Center, Teaching and Research Section, Training Department, Project Promotion Department, Channel Management Department, Certificate Management Department, Office, Industry Research Department, Propaganda Department, International Cooperation Department, Base Construction Department, Finance Department, Member Management Department and Secretariat of Expert Committee. Set up operation centers, training centers and examination centers throughout the country to provide students with teaching, training, examination, certification and employment guidance. The training and assessment system of "district management" and "separation of training and examination" shall be implemented, and strict certification, standardized teaching, reasonable operation and humanized management shall be carried out, so as to achieve a high degree of riveting between the college and the professional chain of state enterprises, and create a talent training system of "government, school and enterprise" to contribute to the construction of service outsourcing talent team in China.
