Minority backbone plan refers to the talent training plan implemented by the state for minority areas. The plan for high-level talents of ethnic minorities, referred to as the plan for ethnic minorities, is an important measure taken by five ministries and commissions to implement the Party's ethnic policy and promote the strategy of developing the western region through science and education.

Graduate students applying for this program must return to their original provinces for a certain number of years after graduation.
