5. The objectives, principles and types of training courses, recruitment targets and scope, teaching staff, educational courses and teaching materials conform to national regulations;
6. The name of the training course should reflect the characteristics of nationalization and childishness, and the name must not contain words that are inconsistent with the actual situation of running the park or are easy to mislead.
II. Organizers of training courses
1. The organizers of the training course can express their congratulations in monetary form, or they can make contributions in kind or land (real estate) use rights. If the investment is made in kind or the right to use land (real estate), the assets must be assessed and verified by the relevant departments, and the price shall not be overestimated, and the property rights transfer procedures shall be handled according to law. The organizer of the training course shall deposit the funds for running the park in full into the bank account of the kindergarten to be set up, and the statutory capital verification institution shall issue a certificate.
Third, apply for qualification.
1. To apply for holding a training class, it shall provide written materials such as the Application Form for Running a Park, the identity certificate of the organizer, the feasibility report for running a park, the capital verification certificate for running a park, the site use certificate, the plan for running a park, and the articles of association of the kindergarten to the local district and county education authorities.
2. The articles of association of the training course shall specify the name of the sponsor, the rights and obligations of the sponsor, the way and amount of capital contribution of the sponsor, the organization of the training course and its production method, functions and powers, rules of procedure, the legal representative of the training course, the reasons for the dissolution of the training course and the liquidation method.
Four. Approval conditions
1, the district and county education departments will register those who meet the above conditions; Those who do not meet the requirements shall not be registered and shall be clarified to the applicant in writing.
2. The registration content should include the name of the training course, the legal representative of the training course, the address of the training course, the amount of funds invested in the training course, the enrollment object and scope, the scale of the park, the number of teaching staff, etc. After registration, the training course should be prepared according to the preparation period determined by the registration department, and the preparation period should be determined according to the actual needs of preparation. If it is not completed within the time limit, the original registration department shall cancel the registration.
Five, after the preparation of the training course, it must be approved by the district and county education departments, and the original registration department will issue a permit to run the park.
Six, the district and county education departments within 30 days from the date of kindergarten registration, the kindergarten application and registration materials submitted to the competent department of Shanghai Municipal Education Commission for the record. If the relevant matters conflict with laws, regulations and rules, or the name of the training course is duplicated with other child care institutions, the competent department of the Municipal Education Commission shall instruct the district and county education authorities to correct or change the corresponding matters.
Seven, when the training course changes, the applicant shall go through the change registration with the original registration authority. When the training class decides to terminate the training class for some reason, it shall apply to the original registration authority for suspension, and at the same time submit the assets liquidation plan. After approval, the district and county education departments shall supervise the implementation, and the registration authority shall recover the school license and its copy, the fee license and the official seal of the kindergarten, cancel the registration and notify its bank.
Eight, the training class approved the use of public facilities or other government-specified special garden venues, such as the need for large-scale demolition, should obtain the consent of the original kindergarten housing management department.
Nine, the training course through the city's news media broadcast or published an announcement, should be audited by the county education department. Broadcast or announcement in the national news media must be examined and approved by the municipal education department.
