Training institutions that hold for-profit cultural courses shall apply to the district, county and municipal education administrative departments where the school is located. The process is as follows

1, name pre-kernel. Apply for pre-approval of the name of the training institution at the registration window of the district, county, city and market supervision department.

2. Pre-licensing. The organizer shall apply for the school license at the window of the district, county and city education bureau, the administrative service center or the education window of the administrative examination and approval bureau.

3. Formal review. After preliminary examination by the window, if the application materials are complete and conform to the statutory form, it shall be accepted; If the application materials are incomplete or do not conform to the statutory form, the applicant shall be informed of all the materials that need to be supplemented at one time on the spot, and a written certificate shall be issued.

4. Substantive review. The district, county and municipal education administrative department or the administrative examination and approval bureau shall conduct a comprehensive review of the contents of the application materials, organize on-the-spot investigation and evaluation in accordance with the relevant provisions, and issue written examination and approval opinions within the promised time limit.

5. delivery. The examination and approval authority shall issue a school license to a formally established training institution. If it is not formally established, it shall explain the reasons in writing and serve it on the applicant.

6. Legal person registration. Go to the registration window of the district, county, city and market supervision department to register the company.

7. Article 64 of the Law on the Promotion of Private Education stipulates that if a private school is established without authorization in violation of the relevant provisions of the state, the education administrative department or the administrative department of human resources and social security of the local people's government at or above the county level shall, in conjunction with the relevant departments of public security, civil affairs or industrial and commercial administration at the same level, order it to stop running the school, refund the fees charged, and impose a fine of not less than one time but not more than five times the illegal income on the sponsor; If it constitutes a violation of public security administration, it shall be punished by the public security organ according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
