The provisions on the application and use of motor vehicle driver's license stipulates that:

Article 18? Applicants for motor vehicle driving licenses shall apply to the vehicle management office in accordance with the following provisions:

(a) living in the domicile, it shall apply in the domicile;

(two) living outside the domicile, can apply at the place of residence;

(three) active servicemen (including armed police) to apply in their place of residence;

(4) Overseas personnel apply at their place of residence or residence;

To apply for a small automatic passenger car for the disabled, a physical condition certificate issued by a specialized medical institution designated by the Provincial Health Department shall be submitted.
