What is the syllabus of the new apprenticeship?
The new enterprise apprenticeship system is a system for cultivating enterprise skilled talents, which is based on the principle of government guidance, enterprise-oriented and colleges' participation. In enterprises (including other employers with skilled talents, the same below), the main content is "recruiting students by recruitment, enrolling students by admission, and jointly cultivating enterprises and schools".

I. Training targets and objectives

The training targets are those who have signed a labor contract with the enterprise for more than one year, such as new recruits and job transfers. The enterprise can independently determine the training targets according to the actual production.

The training target is mainly middle and senior technical workers who meet the post requirements of enterprises, and the training period is 1-2 years, which can be extended to 3 years in special circumstances.

Second, the training mode and content

? The training mode of "dual system of enterprise and school, combination of work and study" is adopted, that is, enterprises and technical colleges, vocational colleges, vocational training institutions, enterprise training centers and other educational and training institutions (hereinafter referred to as "training institutions") adopt the mode of "double-qualified apprentices and alternate training of work and study" to train apprentices. The mode of apprenticeship is mainly adopted in enterprises, and the teaching and training mode of combining work with study is mainly adopted in training institutions. Actively apply "internet plus", vocational training package and other training modes.

The training content mainly includes professional knowledge, operational skills, safety production norms and professional accomplishment, especially the cultivation of craftsman spirit. It is necessary to take enterprises as the leading factor and determine specific training tasks, which shall be undertaken by enterprises and training institutions respectively.

Third, cultivate the main responsibility.

(a) the enterprise is the employer and the training subject of the apprentice, responsible for proposing the training needs of the apprentice, and undertaking the selection and recommendation of the apprentice, labor management and practical skills training. Enterprises should meet the following basic conditions:

1. Independent legal personality registered according to law;

2. Pay attention to employee training, and establish an incentive mechanism linking treatment with skills;

3. There are enterprise tutors, venues and equipment suitable for apprenticeship training.

The enterprise shall sign a training agreement with the apprentice, specifying the training objectives, contents and duration, assessment and evaluation, and the rights and responsibilities of both parties.

(two) training institutions are the main body of apprenticeship education and training, and undertake the education and training tasks according to the training needs of enterprises. Training institutions should meet the following basic conditions:

1. It has independent legal person qualification (except enterprise training center), and at the same time, it has obtained the school license or training qualification required to carry out intermediate and advanced vocational skills training in the corresponding occupation (type of work);

2. Training occupations (jobs) should meet the corresponding national occupational standards promulgated by the state or province;

3. The social credibility is high, and there are no major dishonesty or adverse social impact events; Commitment to no violations of law and discipline and unresolved legal and economic disputes.

When an enterprise entrusts a training institution to undertake the specific training tasks of apprentices, it shall sign a cooperation agreement to clarify the training methods, contents, duration, fees and responsibilities of both parties.

After signing a cooperation agreement with enterprises, training institutions will register apprentices as part-time students and strengthen the management of learning at school.

Fourth, the investment of funds.

(1) Wages and allowances of enterprises

Enterprise instructors who undertake mentoring tasks enjoy mentoring allowance. The allowance standard is determined by the enterprise and the allowance is borne by the enterprise. During the apprenticeship training, the enterprise shall pay wages in accordance with the provisions of the Labor Contract Law, which shall not be lower than the minimum wage standard where the enterprise is located.

(2) expenses incurred by the enterprise

The enterprise pays the training fee to the training institution in accordance with the cooperation agreement, and the required funds are paid from the education funds of the employees of the enterprise, and the training institution issues an administrative fee bill (or tax invoice). Expenses such as on-the-job training and apprentice business training within the enterprise, which meet the relevant policies and regulations, can be charged from the education funds of enterprise employees.

(3) government subsidies

1, vocational training subsidy

The human resources and social security department shall, jointly with the financial department, give vocational training subsidies to enterprises that carry out apprenticeship training in accordance with the regulations, and the subsidy funds shall be charged from the prescribed channels. The subsidy standard is determined according to the level of training occupation (type of work) and consumables (see annex). The financial department shall, in accordance with the regulations, advance no more than 60% of the subsidy funds to the enterprises included in the apprenticeship training plan, and the enterprises shall apply for the remaining subsidy funds after completing the training tasks. For the part that fails to complete the training task as planned, no subsidy will be given, and the subsidy funds paid in advance will be recovered.

2, occupation skill appraisal and social security subsidies

Enterprise apprentices who have passed the initial vocational skill appraisal and obtained vocational qualification certificates (or vocational skill grade certificates and special vocational ability certificates) shall be given vocational skill appraisal subsidies. Enterprise apprentices and qualified college graduates who meet the requirements of the Regulations on Promoting Employment in Shandong Province shall enjoy social insurance subsidies in accordance with relevant regulations.
