The college, formerly known as Shandong Foreign Economic and Trade School, was founded in 1964 and Shandong Foreign Economic and Trade Staff University in 1984. In 2002, Shandong Foreign Trade Vocational College merged. 20 14 Shandong commercial technical school and Shandong service outsourcing Taian base were merged into the college. 20 15 Training Center of Shandong Provincial Department of Commerce merged with Qingdao Base of Shandong Service Outsourcing.

20/KLOC-June/July official website shows that the school has more than 590 teaching staff, including nearly 200 teachers with senior titles and more than 60 bilingual teachers, and has four provincial teaching teams. Among full-time teachers, postdoctoral and doctoral students account for 8.3%, and teachers with master's degree or above account for 85.2%. There are more than 120 full-time foreign language teachers in Britain, Japan, Korea, Germany, France and Spain, including more than 100 English teachers. Eight teachers have received simultaneous interpretation training in the European Union and obtained simultaneous interpretation certificates, and more than 20 foreign teachers have been employed all the year round.
