Under the background of such social demand, in order to improve the quality of employees as soon as possible, straighten out the early education market in China, and let parents of infants really understand the significance of early education, the Ministry of Labor and Social Security began to organize experts in infant health care, nutrition, education and psychology in China in July 2002, formulated the National Professional Standard for Nurses (hereinafter referred to as the standard), and compiled the National Professional Qualification Training Course for Nurses, which was published in 2003. The concept, knowledge system and training method of scientific parenting are put forward, which highlights the scientificity, practicality and operability. This paper puts forward the standardization requirements from the aspects of the scope of activities, work content, knowledge level and skill requirements of baby nurses' profession. For the first time, people engaged in the care and education of infants aged 0-3 were identified as social occupations. In order to ensure the healthy growth of infants and young children, the national employment access system for baby nurses (practitioners) is fully implemented. A scientific and standardized infant vocational qualification training appraisal and certification system has been formed.
Preschool education is a new profession to meet the needs of social development in China. According to the needs of social development, the Ministry of Labor and Social Security formulated the national professional standards, training courses and question banks for preschool teachers in time, and adopted national unified standards in teaching methods, courseware platforms, examinations and assessments, forming a standardized training assessment and certification system, realizing unified standards, unified training, unified examinations and unified quality. Through systematic professional training, people who are ready for employment and job selection can obtain national vocational qualification certificates; Enrich the knowledge of employees, improve their skills and comprehensive quality, realize their personal value in the increasingly standardized, competitive and orderly labor market, realize the socialization of baby-care occupation and the specialization of service, and promote the development of early education market in China.

3. According to the relevant regulations, the standard divides the profession into three levels: nursery teacher, nursery teacher and senior nursery teacher. Each grade includes four aspects: occupation profile, basic requirements, post requirements and specific gravity table.
