Vocational qualification refers to the government's access control of certain occupations (jobs) with great responsibility, strong social universality and public interest. It is an essential standard of knowledge, technology and ability to independently practice or engage in a specific occupation (work) according to law. Vocational qualification is evaluated by the administrative department of labor and personnel of the State Council through academic qualification, qualification examination, expert review and vocational skill appraisal, and those who pass the examination will be awarded the national vocational qualification certificate. Qualifications are obtained through academic recognition or examination. Practice qualification is obtained through examination.

Article 21 of the Law of People's Republic of China (PRC) on Safety in Production, the principal responsible person of the production and business operation entity shall bear the following responsibilities for the safety in production of the entity:

(a) to establish and implement the responsibility system for safety production of all employees of the unit and strengthen the standardization of safety production;

(two) to organize the formulation and implementation of the safety production rules and regulations and operating procedures of the unit;

(three) to organize the formulation and implementation of the unit's safety production education and training plan;

(four) to ensure the effective implementation of the unit's investment in production safety;

(five) to organize the establishment and implementation of the double prevention mechanism of safety risk classification control and hidden danger investigation and management, supervise and inspect the safety production work of the unit, and eliminate the hidden dangers of production safety accidents in time;

(six) to organize the formulation and implementation of the emergency rescue plan for production safety accidents in this unit;

(seven) timely and truthfully report the production safety accidents.
