1September, 1996, Chongqing Municipal Construction Committee established Chongqing Construction Post Training Center (hereinafter referred to as "Municipal Post Training Center") according to the document of Chongqing Editorial Committee [1996]14, which is a department-level institution directly under the Municipal Construction Committee. According to the functions entrusted by the Municipal Editorial Committee (the official reply of the Municipal Editorial Committee on approving the establishment of Chongqing Construction Post Training Center) and the Notice of the General Office of Chongqing Municipal People's Government on Printing and Distributing the Functions of Chongqing Construction Committee and the Provisions on Internal Organizations and Staffing (No.Chongqing Office [2000] 152), the main duties of the Municipal Post Training Center are: to undertake the specific job training under the management of Chongqing Construction Committee, Organize and manage the job training, vocational qualification training, identification and issuance of job certificates of architectural vocational skills for employees in various industries of the city's construction system, and compile training materials, outlines, assessment standards and norms for architectural majors and jobs that are uniformly used in the city.

According to the assigned functions, the post training center is linked with Chongqing National Vocational Skills Appraisal Institute of Construction Industry (and Chongqing Vocational Skills Appraisal Station) and Chongqing Institute of Architectural Education. On June 17, 2004, according to the spirit of "Seminar on Building Distance Education" held by China Construction Education Association in Beijing, with the approval of China Construction Education Association, "Chongqing Teaching Center for Building Distance Education Network in China" was established. Chongqing Teaching Center undertakes the task of building distance education in our city, carries out distance education services for building higher education and vocational training in the whole city, is responsible for guiding all districts and counties to build job training sub-stations, improving teaching facilities and teaching management related to distance education, organizing enrollment, teaching guidance and ideological and political education, and accepts the guidance of the Distance Education Working Committee of China Construction Education Association in business.

With the approval of the Municipal Construction Committee, Chongqing Post Training Center has established 49 training sub-stations and 48 vocational skill appraisal sub-stations in all districts and counties (autonomous counties and cities), municipal state-owned large and medium-sized construction enterprises, construction colleges and technical schools, with 245 full-time and part-time managers.
