1, the fishing crew shall be employed with certificates. Fishermen shall receive training in accordance with the provisions of these measures, and may work on fishing boats only after passing the examination or examination and obtaining the corresponding certificate of fishing crew. China crew members working on offshore fishing vessels shall also obtain the China Seaman's Certificate in accordance with relevant regulations;
2, fishing crew training includes basic safety training, job crew training and other training. Basic safety training refers to the on-the-job training that all fishery crew members should receive, including water survival, ship fire fighting, first aid, emergency measures, water pollution prevention, fishery safety production operation procedures, etc. Crew training refers to the on-the-job training that the crew should receive, including the professional technical knowledge, professional skills, laws and regulations required for the proposed position. Other training refers to the special training of offshore fishing and the training of technology, skills, knowledge, laws and regulations related to fishing boat safety and fishery production;
3. To apply for the certificate of fishery rating, the applicant shall meet the following conditions and be 16 years old; Meet the health standards of fishery crew; After basic safety training. In line with the above conditions, the applicant shall submit a written application to the fishery administration and fishing port supervision and management institution. Fishery administration and fishing port supervision and management institutions shall organize the examination or assessment, and if they pass the examination or assessment, they shall issue the certificate of fishery general crew within 10 working days from the date of publication of the examination or assessment results;
4, the fishery crew examination includes theoretical examination and practical examination. The examination syllabus for marine fishery crew shall be uniformly formulated and published by the Ministry of Agriculture. The examination syllabus for inland fishery crew shall be formulated and published by the provincial fishery administration and fishing port supervision and management institutions according to the specific conditions of their respective jurisdictions. Fishermen's assessment can be carried out by the fishery administration and fishing port supervision and management institutions according to the actual needs and examination syllabus, and select appropriate subjects and contents.
Article 5 of the Regulations of People's Republic of China (PRC) Municipality on Seafarers shall obtain corresponding seafarers' certificates of competency in accordance with the provisions of these Regulations.
To apply for a seaman's competency certificate, the following conditions shall be met:
(a) At least 18 years old (at least 16 years old for internship and training on board), and at least 60 years old when applying for the first time;
(2) meeting the health requirements of the crew position;
(3) Having received basic safety training for seafarers.
The crew members who participate in navigation and engine duty shall also undergo corresponding competency training and special training for crew members, have corresponding crew qualifications, and have good performance and safety records.
The crew of an international sailing ship applying for a certificate of competency shall also pass the professional foreign language examination for seafarers.
