Regulations of Fujian Province on Promotion of Lifelong Education
Article 1 In order to develop lifelong education, encourage lifelong learning, improve citizens' quality and promote people's all-round development, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this province. Article 2 These Regulations shall apply to organized lifelong education activities outside the modern national education system within the administrative area of this province. Article 3 The local people's governments at or above the county level shall formulate the development plan of lifelong education in their respective administrative areas, incorporate it into the national economic and social development plan, make overall plans, integrate various educational and cultural resources, and promote the development of lifelong education. Article 4 Local people's governments at or above the county level shall set up lifelong education promotion committees, which shall be composed of department heads and relevant experts who undertake lifelong education-related responsibilities. Its main function is to coordinate, guide, promote and evaluate lifelong education, and provide opinions and suggestions for the people's government at the same level to make lifelong education decisions. The specific affairs of the lifelong education promotion committee shall be the responsibility of the education administrative department of the people's government at the corresponding level. Relevant departments and social organizations carry out lifelong education within their respective responsibilities. Article 5 Local governments at all levels shall arrange corresponding lifelong education funds according to the development and financial resources of lifelong education within their respective administrative areas. Encourage social forces to donate money or set up lifelong education. Article 6 Local people's governments at all levels shall commend and reward organizations and individuals that have made remarkable achievements in lifelong education. Article 8 Employers, communities, social organizations and trade associations shall create conditions for citizens to receive lifelong education and carry out activities beneficial to lifelong education. All kinds of educational institutions should provide convenience for lifelong education in terms of teachers, facilities and places. Article 9 Citizens are encouraged to participate in various lifelong education and learning activities. Encourage experts, scholars and other personnel with professional knowledge and special skills to participate in lifelong education voluntarily. Tenth news media should strengthen the propaganda of lifelong education and create a good public opinion environment for the development of lifelong education. Article 11 State organs shall guarantee the right of civil servants to participate in initial training, on-the-job training, professional training and knowledge updating training. State organs and institutions shall support workers to receive skills training in accordance with relevant regulations. Twelfth institutions and enterprises should support professional and technical personnel to receive continuing education, improve business skills, innovation ability and management level. Enterprises should establish a staff training system and organize staff to participate in post vocational skills training; Managers should be supported to participate in modern management training. Article 13 The local people's governments at all levels and their relevant departments shall strengthen the vocational skills training for unemployed people in cities and towns, migrant workers in rural areas, landless farmers and the disabled, formulate preferential policies such as reducing or exempting training fees, and encourage the above-mentioned personnel to participate in training and master basic employment knowledge and vocational skills. Article 14 County (city, district) and township (town) people's governments shall co-ordinate vocational schools, adult culture and technology schools, modern distance education networks and various agricultural technology popularization and training institutions, carry out education and training activities suitable for local agricultural production and operation, and provide corresponding support measures for farmers to participate in agricultural practical technology training. Fifteenth communities should gradually improve community education facilities, carry out educational activities suitable for the needs of community residents according to their respective conditions, activate community culture, and advocate a healthy, civilized and harmonious lifestyle. Article 16 Local people's governments at or above the county level shall strengthen the work of education for the aged within their respective administrative areas, formulate preferential policies, and provide necessary conditions for improving facilities and places for education for the aged. The relevant departments shall support the work of education for the aged within their respective responsibilities and promote the development of education for the aged. Seventeenth encourage organs, enterprises, institutions, towns and communities to create all kinds of learning organizations. Learning organizations should carry out learning activities in a planned way and form a system. Eighteenth science and technology museums, libraries, cultural centers, museums, art galleries, memorial halls, youth activity centers, workers' cultural palaces, elderly activity centers and other public welfare places, should give priority to providing citizens with learning places or facilities according to actual needs and their own conditions. On the day of lifelong education activities, the above-mentioned places and facilities set up by the government shall be open to citizens free of charge. Nineteenth training institutions that implement lifelong education should improve the conditions for running schools, improve the quality of education, implement the commitment of enrollment, and may not publish false enrollment advertising information or collect training fees in violation of regulations. Twentieth training institutions and vocational skill appraisal institutions that implement lifelong education shall issue certificates of completion, farmers' technical qualifications and vocational qualifications to those who pass the examination. Certificates issued shall enter the public information network in accordance with regulations, allowing units and individuals to inquire for free. The employing units and relevant departments shall inspect and manage all kinds of certificates that need to be submitted. Twenty-first in violation of the provisions of Article nineteenth and Article twentieth of this Ordinance, the relevant administrative departments shall handle it in accordance with the provisions of laws and regulations.
