1.2 this procedure is applicable to the design, construction, installation, production, maintenance and management of sintering pellet plant (workshop, the same below).
1.3 safety protection devices and labor protection facilities of new construction, reconstruction, expansion or technical transformation projects shall be designed, constructed and put into use at the same time as the main project.
1.4 existing enterprise facilities that do not meet the requirements of this regulation shall be solved during technical transformation or major and medium-sized repair. Before the problem is solved, necessary safety protection measures should be taken.
1.5 factory must establish and improve the responsibility system for production safety and establish a complete safety management system.
The factory director, workshop director, engineer (section chief) and team leader are fully responsible for the safety production of the factory, workshop, section and team respectively.
The chief engineer or technical director shall take technical responsibility for safety work.
Engineering and technical personnel, managers, workers and business departments are responsible for the safety and labor hygiene within the scope of * * * *.
1.6 factory must seriously implement the safety inspection system and instruct relevant departments (or personnel) to solve the problems found in time. 1.7 Trainees of new employees should receive safety technology education, and they can only take up their posts after passing the examination; The personnel who change jobs should be given safety technical education in new posts; Special type of work personnel should be trained in the basic knowledge of professional technology, and only after obtaining the certificate can they work at their posts.
1.8 The relevant personnel who violate these regulations and cause accidents shall be given criticism and education, economic sanctions and administrative sanctions according to the seriousness of the case until they are investigated for legal responsibility.
2 Factory layout and factory building
2. 1 The site selection must prevent floods, tides, hurricanes and other disasters; Avoid bad geological areas such as faults, quicksand layers, mudslides and natural caves. The main workshop and chimney should have good engineering geological conditions. Otherwise, measures should be taken to meet the requirements before the factory can be built.
2.2 The newly-built sintering pellet plant should be located on the windward side of the perennial minimum frequency wind direction in residential areas and industrial areas, and the distance from the edge of the plant to the residential areas should be greater than1000 mm. ..
2.3 The layout of the main workshop of sintering chamber and pellet roasting chamber should be perpendicular to the prevailing wind direction in the season. The office and living facilities in the factory should be arranged at the windward side 100 meter of the sintering machine or pellet roaster (kiln) with prevailing wind direction in this season.
2.4 The tail of sintering machine, single-roll crusher, hot screen and pellet roaster is provided with lifting facilities and transportation channels for maintenance.
2.5 The tail of vibrating screen with heat returns to the station, and the tail of circular cooler and belt cooler should be located above 0.0 plane.
2.6 The clearance height of the belt conveyor corridor should generally not be less than 2.2m, and the clearance height of the hot return mine corridor should generally not be less than 2.6m;; When the corridor slope is 8~ 12 degrees, anti-skid strips should be set on the maintenance roads and sidewalks, and steps should be set when it exceeds 12 degrees.
3 Basic clauses
3. 1 General safety requirements
Gb4053.1-83 The main hazard sources or dangerous places of the fixed steel ladder workshop shall be provided with "no entry", "no passage" or other safety signs. Safety colors and safety signs shall meet the requirements of GB 2893-82 safety colors and GB 2894-83 safety signs respectively.
3. 1.2 straight ladders, inclined ladders, protective railings and platforms shall comply with GB 4053. 1-83 Fixed Steel Straight Ladders, GB 4053.2-83 Fixed Steel Inclined Ladders, GB 4053.3-83 Fixed Industrial Protective Rails and GB 4053.4-respectively. Otherwise, safety protection devices should be set up.
3. 1.4 The parts where the belt conveyor and the chain conveyor need to cross should be provided with a bridge, and the sintering machine with a sintering area of more than 50 square meters should be provided with a middle bridge.
3. 1.5 A safety grid or cover plate shall be set on the water seal groove and ditch.
3. 1.6 The exposed running part of the equipment should have protective cover, protective railing or protective baffle.
3. 1.7 The hoisting hole must be provided with protective cover plates or railings and warning signs.
3. 1.8 The equipment walking on the track, such as traveling crane and car distributor, shall be provided with buffers and rail sweepers at both ends, and electric limiters and mechanical safety tongs shall be provided at both ends of the track.
3. 1.9 facilities such as sprinkling water to clean or rinse the ground and sweat treatment shall be provided in workshops, transfer stations and belt conveyor corridors. Drains and pools shall be provided with cover plates, and safety railings shall be provided around sand pump pits.
3. 1. 10 shall establish an operation card and working ticket system, as well as a system for stopping power transmission and confirming safe operation.
3. 1. 1 1 Establish strict equipment use, maintenance and overhaul system.
3. 1. 12 When the equipment is maintained or technically reformed, corresponding safety technical measures must be formulated. When multiple units and types of work are constructed at the same site, an on-site command organization shall be set up to coordinate the operation.
3.2 Communications, signals and instruments
3.2. 1 The factory, workshop, main operating room and post shall be equipped with telephones or walkie-talkies connected from top to bottom. When working at high altitude and in a working environment with noise exceeding 85dB(A), walkie-talkies should be used.
3.2.2 The following signal and safety protection facilities shall be adopted in production:
There are gas and air pressure drop alarm and indication signals (acousto-optic and color lights), gas pipeline pressure automatic adjustment and gas emergency automatic cut-off device;
B. Water pressure drop signals of air cooler and water cooling device, oil cooler and thin oil lubrication system;
C. Temperature rise signals of exhaust fan bearing and motor, ball mill and ball mill bearing;
D. accident signal (sound and light);
E. Early warning and start-up signals shall be set for single remote control equipment and interlocking lock system equipment.
3.2.3 The main exhaust room shall be equipped with signal alarm devices to monitor harmful gases such as flue gas leakage and carbon monoxide and their concentrations. Gas pressure stations and gas area posts should be equipped with display and alarm devices to monitor gas leakage.
3.2.4 Instruments working in dusty, humid or corrosive gas environments shall be sealed or protected and installed in instrument cabinets (boxes).
3.2.5 In places with explosion danger, explosion-proof or spark-isolated safety instruments must be selected.
3.2.6 Pressure pipes, butterfly valves and low-temperature condensable medium pipes for measuring moist gas shall be insulated or heat traced.
3.2.7 For viscous media, media containing solids, corrosive media or media that may evaporate, condense, crystallize and precipitate at ambient temperature, isolated measuring instruments shall be adopted.
3.2.8 Grounding of instrument system (including protective grounding, working grounding, shielding grounding and safety instrument grounding, etc.). ) shall comply with the relevant provisions of the state.
3.3 Fire prevention and explosion protection
3.3. 1 A complete fire water piping system shall be provided to ensure the supply of fire water.
3.3.2 The main fire danger places shall be provided with alarm signals or telephones directly connected with the fire station.
3.3.3 The fire protection requirements of the workshop must comply with the relevant provisions of GBJ 16-87 Code for Fire Protection Design of Buildings, and the fire hazard classification of production should comply with the provisions of Table 1.

3.3.5 Automatic fire smoke alarm, monitoring device and fire extinguishing device shall be set in power distribution room, cable room (cable vertical channel), oil depot and coal mill room, and the fire alarm system shall be interlocked with the forced ventilation system; Building measures such as firewall, fire door interval and cable threading hole that can be automatically closed in case of fire should be taken. The main control room of newly-built, rebuilt and expanded large-scale sintering pellet plant should be equipped with a centralized monitoring and display device for fire alarm.
3.3.6 The electrostatic precipitator at the head shall be equipped with a fire-proof and explosion-proof device.
3.3.7 No open flame is allowed in the gas pressurizing station, oil pump house, oil tank area, coal grinding room and around the pulverized coal tank area10m. When hot work is carried out in the above places, the consent of the security department must be obtained and effective protective measures must be taken.
3.4 Power facilities
3.4. 1 Various gas pipelines in the plant shall be laid overhead. Pipes and insulated cables with volatile media shall not be erected on thermal pipelines.
3.4.2 Each gas transmission pipeline at the factory entrance shall be provided with a master cut-off valve. Gas pipelines are forbidden to be laid in the same trench as cables, and strength tests and air tightness tests should be carried out.
3.4.3 There should be facilities for purging gas with steam or nitrogen, and devices for preventing gas from entering in series must be set on each purging pipeline.
3.4.4 Equipment and piping systems that use gases such as oil, water, gas, steam and air with gauge pressure exceeding 100000Pa 10 shall be equipped with safety devices such as pressure and safety valves. Signs of different colors should be used to distinguish the open or closed state of various valves.
3.4.5 The color of the pipeline shall conform to GB 723 1-87 Basic Identification Colors and Identification Symbols for Industrial Pipelines.
3.4.6 When using gas, the alarm limit standard of high and low pressure gas shall be formulated according to the production process and safety requirements.
3.4.7 The gas transmission pipeline shall be equipped with water seal and gate valve greater than the maximum pressure of gas; Safety valves should be set in front of steam and nitrogen gate valves to prevent gas channeling.
3.4.8 Gas equipment maintenance and hot work, gas ignition and ceasefire, gas accident treatment and commissioning acceptance of new projects must implement GB 62222-86 Gas Safety Regulations for Industrial Enterprises.
3.4.9 In-plant water supply should have emergency water supply facilities.
3.4. The10 water cooling system can only be used after passing the pressure test as required. The water cooling system shall be equipped with flow and water pressure monitoring devices, the water pressure shall not be lower than 100000Pa, and the outlet water temperature shall be lower than 50℃.
3.4. 1 1 Where the lowest temperature is lower than 0℃, heat preservation measures must be taken for the parts with intermittent water supply.
4 raw materials
4. 1 The raw material storage yard shall have the following facilities:
A. work lighting and accident lighting;
B. dustproof facilities;
C rail clamping device used in parking or strong wind emergency;
D. warning signs for vehicle operation;
E. Limiting devices and rail sweepers for lifting, turning and walking;
F. When using cable for power supply, the main power supply of mobile machinery should be equipped with cable reels; When power is supplied by sliding wire, a bare wire protection net with good grounding should be set up, and obvious warning signs or signal lights should be hung.
4.2 Maintenance of discharging facilities and mixing facilities in raw material yard shall meet the following requirements:
A. Clear signs and light signals should be set in the maintenance operation area;
B. When there is a high-voltage line above the maintenance operation area, a protective net must be erected;
C. During the maintenance period, the relevant railways shall be provided with obvious signs and light signals, and the relevant turnouts shall be locked and barricaded.
4.3 When limit switches and safety devices must be installed at both ends of the walking track of the stacker-reclaimer and grab crane, the height of the lower edge from the material surface should not be less than 5m.
4.4 Raw material warehouse shall meet the following requirements:
A. The stacking height shall ensure that the grab crane has enough safe operation space. When the grab is in the upper limit position, the height of its lower edge from the material surface should not be less than 0.5m;;
B. Retaining walls and partitions should be set up in the mine;
C. The exposed power cord or slip line of the accessible and movable discharging leaking tramcar shall be provided with a protective net, and warning signs or signal lights shall be hung up and down the leaking tramcar.
4.5 It is forbidden to open the inspection door and inspection hole of crushing and screening equipment during operation; When checking and handling faults, you must stop the machine, cut off the power supply and emergency switch.

4.6 The gas storage bag, soot blower or tank car in the pneumatic conveying system shall be equipped with safety valves, pressure reducing valves and pressure gauges, and their design, manufacture and use shall comply with the relevant provisions of the current national pressure vessels.
4.7 The terminal ore trough transported by pneumatic conveying or tank car shall be sealed, and its upper part shall be equipped with pressure relief device and dust removal facilities.
4.8 Maintenance of soot blower and tank car, as well as opening the charging hole of tank car, must first install the pressure relief valve.
5 batching and mixing
5. 1 People are forbidden to walk in the moving and leaking walking area at the upper part of the batching chute, and its grate plate should be kept intact.
5.2 The inclination angle of powder and wet material trough should not be less than 65 degrees, and the lump ore trough should not be less than 50 degrees. Grate plate should be set in the upper part of the ore trough with grab feeding.
5.3 When falling objects appear in the tank, it is forbidden to enter the tank for treatment before taking protective measures.
5.4 The batching tray shall be interlocked with the batching belt conveyor.
5.5 Wet materials and raw materials are strictly prohibited from entering the hot ore return tank.
5.6 When entering the drum mixer for maintenance and cleaning, the power supply shall be cut off in advance, measures shall be taken to prevent the drum from rotating, and special personnel shall be assigned for supervision.
6 sintering
6. 1 Newly built, rebuilt and expanded sintering machines, round roller feeders and reflectors shall be equipped with mechanical cleaning devices.
6.2 The igniter shall meet the following requirements:
A. standby cooling water source shall be provided;
B. Air-fuel ratio adjusting device and gas low-pressure automatic cut-off device shall be set;
C explosion-proof measures should be taken for the air branch pipe of the burner.
6.3 Igniter maintenance shall comply with the following provisions:
A. cut off the gas in advance, open the safety valve, and purge the residual gas with steam or nitrogen.
B. Take air samples for carbon monoxide and volatile matter analysis, and the maximum allowable concentration of carbon monoxide and allowable working time shall comply with the provisions in Table 3:

6.4 Before the sintering machine is ignited, a gas detonation test shall be conducted; In front of the burner of the sintering machine burner, a gas emergency cut-off valve should be installed.
6.5 It is forbidden to place sundries and spare parts on the sintering platform. No more than 5 spare trolleys shall be stored on the sintering platform of each sintering plant, and the elevator shall not be used as a lifting tool for maintenance.
6.6 During the operation of the car, it is forbidden to enter the corners and shelves for inspection. When checking, ask for the operation panel, stop the machine, cut off the power supply, put up a "No Start" sign, and assign a special person to monitor it.
6.7 The trolley must be replaced with a special spreader, and it shall be commanded by a special person. The operation of replacing the fence and repairing the grate must be stopped.
6.8 There shall be a mechanical device for automatically cleaning the car grate.
6.9 Fences should be set around the high-voltage charged body in the main exhaust room, and insulating mats should be laid on the ground.
6. 10 The operating room of the main exhaust fan should be isolated from the fan room, and sound insulation and temperature regulation measures should be taken; Fan and pipe joints should be kept tight to prevent air leakage.
6. 1 1 Before entering the large flue, cut off the igniter gas, close the bellows control valve and disconnect the power supply of the exhaust fan. When entering the large flue for inspection or maintenance, the manhole should be supervised by designated personnel, and the entrances of various parts can be closed only after it is confirmed that there is no one.
6. When12 enters the single-roll crusher, hot screen, belt cooler and ring cooler, reliable safety measures should be taken and special personnel should be assigned for supervision.
7 capsules
7. 1 When entering the mill for maintenance, you must contact the upper and lower posts, cut off the power supply, put up a "No Start" sign, and designate a special person for supervision.
7.2 The storage and transportation of heavy oil shall meet the following requirements:
A fire fence or barbed wire should be set around the oil tank, and regular inspection and maintenance should be carried out;
B. Explosion-proof electrical equipment should be used in the oil pump room;
C. The pressure test shall be carried out after the completion of piping;
D the flow velocity in the pipe shall not exceed 4m/s, and the oil pipe shall be protected by heat tracing measures;
E. When purging the oil pipeline, the valves at both ends of each instrument channel and oil pump must be closed;
F the lowest oil level in the oil tank shall not be lower than the height of the top surface of the heater;
G saturated steam shall be used for heating, and superheated steam shall not be used.
7.3 The preparation and transportation of pulverized coal shall comply with the following provisions:
A. all equipment shall be explosion-proof;
B. There should be fire truck access around the coal grinding room;
C. The pulverized coal tank and the pipeline conveying pulverized coal should have bypass facilities for supplying compressed air, and should have exhaust holes, and the direction of the exhaust holes should be considered not to endanger personnel and equipment when exhausting;
D. When the coal storage tank stops blowing coal, the storage time of coal in the tank is less than 5h for bituminous coal and 8h for other coals, so the structure of the tank can ensure that the pulverized coal flows out of the tank completely automatically;
E. When the valve or instrument for controlling coal rolling fails, it should be able to automatically stop injecting pulverized coal into the pellet roaster and give an alarm;
F, between the pulverized coal burner and the pulverized coal conveying pipeline, purging the pipeline with compressed air; When stopping bituminous coal injection, nitrogen purging should be carried out;
G. When the pulverized coal pipeline stops injecting pulverized coal, compressed air is used to purge the pipeline; When stopping bituminous coal injection, nitrogen purging should be carried out;
H. The temperature of pulverized coal at the outlet of the coal mill shall be lower than 80℃, and the temperature of pulverized coal in the coal storage tank and bag dust collector shall be lower than 70℃, with temperature records and over-temperature and over-pressure alarm devices;
A, check the coal injection equipment, copper tools should be used.
7.4 When the shaft furnace is ignited, the burden should be at the lower edge of the burner, and it is forbidden to send high-pressure gas suddenly.
7.5 When the shaft furnace mouth is poked or the grate is replaced, the furnace must be stopped.
7.6 The shaft furnace shall be equipped with double safety passages, and the inclination of the passages shall not exceed 45 degrees. Newly built, rebuilt and expanded shaft furnaces should be equipped with elevators. 7.7 Before entering the drying furnace, the gas must be cut off in advance, and the residual gas in the furnace must be removed.
7.8 Once cracks and red kilns appear in the first rotary kiln, cease fire immediately. Before the rotary kiln is completely cooled, it should continue to rotate slowly, and the ring and kiln skin should be burned off when the furnace is stopped.
7.9 When the refractory bricks and kiln skins in the rotary kiln are dismantled, safety measures should be taken to prevent the kiln from turning over, and special personnel should be appointed for supervision.
8 electrical safety and lighting
8. 1 The relevant national regulations on electrical safety shall be strictly implemented, and reference shall be made to the Regulations on Electrical Safety of the Ministry of Water and Electricity and the Regulations on Safe Electricity Use in this area.
8.2 In places where a large amount of steam, corrosive gas and dust are generated, enclosed electrical equipment should be used; In the workplace with explosive gas or dust, explosion-proof electrical equipment should be used.
8.3 The metal shell of electrical equipment (especially hand-held power tools) and the metal protective tube with wires should have good protective grounding (or grounding) devices.
8.4 Sintering machine workshop, chimney, shaft furnace, etc. Lightning protection device should be set up, and partition wall should be set at the bottom of double flue chimney to prevent flue gas from channeling.
8.5 Anti-static measures should be taken in the metal tank area of heavy oil and pulverized coal.
8.6 Live working is prohibited. Under special circumstances, when it is impossible to operate without power, it should be implemented according to Safety Regulations for Live Working.
8.7 The natural lighting and lighting of the workshop shall ensure the safety of workers' work and walking.
8.8 General accident lighting in the workplace shall comply with the provisions in Table 4.
8.9 The selection of lamps and lanterns in workshops and workplaces shall comply with the following provisions:
A. In places with corrosive gas, steam or special humidity, enclosed lamps or waterproof lamps should be adopted;
B. In places vulnerable to mechanical damage and vibration, lamps and lanterns should be protected by net cover, and vibration reduction measures should be taken;
C explosion-proof lamps should be used in workplaces with explosive gas or dust.
8. The voltage of10 line lamp shall not exceed 36V where line lamp is needed, and shall not exceed 12V in wet places and metal containers.
9 Lifting and transportation
9. 1 The use, maintenance and management of hoisting machinery shall comply with the provisions of GB 6067-85 Safety Regulations for Hoisting Machinery and GB 5032-85 Hoisting Command Signal.
9.2 The hoisting machinery shall be marked with the hoisting tonnage, and must be equipped with a lifting limiter, a travel limiter and a signal device for starting, accident and overload.
9.3 It is forbidden to lift objects from personnel or important equipment, and the distance between running objects and obstacles should be above 0.5m
9.4 The safety factor of hoisting wire rope shall comply with the provisions in Table 5.
9.5 When disassembling and lifting parts, it is forbidden to open holes in the roof or use trusses and beams to hang lifting facilities. It is forbidden to use gas, steam, water pipes and other pipelines to support equipment.
9.6 In-plant transportation shall comply with GB4387──84 Safety Regulations for in-plant transportation of industrial enterprises.
9.7 Railway transport vehicles should have light signals and warning signs when entering the unloading operation area and workshop, and the speed should not exceed 5km/h. ..
9.8 The belt conveyor shall be equipped with anti-blocking device for belt transfer hopper and accident stopping device such as belt safety rope.
9.9 It is forbidden to ride or drill across the belt.
10 industrial hygiene
10. 1 All dust producing equipment and dust source points must be strictly sealed and equipped with dust removal system. The concentration of dust and harmful substances in the workplace shall conform to TJ86-79 Hygienic Standard for Design of Industrial Enterprises.
10.2 the start and stop of dust removal facilities should be interlocked with process equipment; The collected dust should be transported in a closed way to avoid secondary dust.
10.3 The equipment emitting harmful substances shall be strictly sealed. The concentration of harmful substances in the air of workplace shall not exceed the provisions in Table 6.
10.4 flue gas generated in the production of chlorinated pellets should be sealed and treated centrally.
10.5 the noise in production workshops and workplaces must comply with the provisions of the hygienic standard for noise in industrial enterprises (for trial implementation).
10.6 high-noise equipment, such as fans, should be cured from the sound source and equipped with muffler devices.
10.7 the use of radioisotopes shall conform to the national standard radiation protection regulations.
10.8 areas or places where radioactive devices are used must be marked with restricted areas and radioactive hazard signs.
10.9 units that use radioactive isotopes must establish and improve the registration system for storage, requisition and consumption of radioactive isotopes. Radioisotopes should be stored in special safe storage places.
10. 10 The maximum acceptable dose for radioactive workers is 00.5SV per year. Those whose exposure range is close to the annual maximum allowable dose equivalent level shall have a physical examination once a year, and those whose exposure range is less than 3/ 10 shall have a physical examination once every two or three years. Due to special circumstances, if the external radiation exceeds the annual maximum allowable dose equivalent or the radioactive nuclide entering the body at one time exceeds half of the annual allowable intake, physical examination should be carried out in time and necessary treatment should be carried out.
1 1. 1 Each sintering and pelletizing plant shall formulate its own implementation rules and safety technical operation procedures according to this regulation.
1 1.2 In case of any conflict between these provisions and relevant national laws and regulations, the latter shall prevail.
