The public security administrative department of the public security organ of the people's government at or above the provincial level shall be responsible for issuing certificates for holding official guns. The public security administrative department of the municipal public security organ with districts shall be responsible for the annual inspection of official guns and gunmen within its jurisdiction.

Article 8 The equipment finance departments of public security organs at all levels shall be responsible for the preparation, supply and service guarantee of the purchase plan of guns for official use by gun-distributing units.
