According to document [1997] No.83, the requirements of the Interim Provisions on Safety Training and Education for Employees of Construction Enterprises are as follows:

(1) The legal representative and project manager of the enterprise shall have at least 30 class hours every year;

(2) Full-time management and technical personnel shall have no less than 40 class hours per year;

(3) Other management and technical personnel shall have no less than 20 class hours per year;

(4) Special types of work shall be no less than 20 hours per year;

(5) Other employees shall have no less than 15 class hours every year;

2. Forms and contents of education and training

Education and training are conducted according to grades, levels and the nature of work. Managers focus on safety production awareness and safety management level, while operators focus on obeying rules and disciplines, self-protection and improving the ability to prevent accidents.

(1) New workers (including contract workers, temporary workers, apprentices, interns and trainees) must receive three-level safety education in the company, construction site and team. The contents of education include the principles, policies, laws and regulations, standards and safety technical knowledge, equipment performance, operating procedures, safety system, prohibitions and safety operating procedures of this type of work.

(2) Electrician, welder, scaffolder, fireman, blaster, mechanical operator, rigger, piling worker, various motor vehicle drivers and other special types of work, in addition to general safety education, professional safety technology education should also be carried out.

(3) When adopting new technologies, new processes and new equipment for construction and changing jobs, operators should be given safety education on new technologies and new jobs.

3. Forms of safety education and training

(1) Three-level safety education for new workers

For new workers or workers who change jobs, safety education and technical training must be carried out in accordance with the regulations, and they can only take up their posts after passing the examination.

Three-level safety education is the first basic education of safety production that every new worker who has just entered the enterprise must accept. Three-level safety education refers to three levels: company (enterprise), project (or engineering department, construction department and work area) and team. For new workers or workers who change jobs, safety education and technical training must be carried out in accordance with the regulations, and they can only take up their posts after passing the examination.

At the company level. Before new workers enter the construction team, they must undergo preliminary safety education. The educational content is as follows:

1) Popularization education on the significance and tasks of labor protection;

2) Safety production guidelines, policies, laws and regulations, standards, specifications, procedures and safety knowledge;
