First, the ideological characteristics of a new generation of non-party representatives
Most of the new generation of non-party representatives were born in the sixties and seventies of last century, received systematic socialist education, and grew up as intellectuals under the training of the Party, with strong patriotic enthusiasm and social responsibility, good ideological foundation and basic quality. However, due to the special living environment and growth experience, it presents its distinctive characteristics.
First, the social level is high and the mind is active. Most of the new generation of non-party representatives are young, highly educated and well-informed, and they were selected after making impressive achievements in their majors and disciplines. They have the characteristics of quick acceptance of new things, broad vision and active thinking. They pay attention to the embodiment of personal values, have the courage to pursue self-improvement, have the enthusiasm to express political opinions, and have a strong sense of political participation; They are more willing to think independently, judge independently and pursue the uniqueness of expression. Rational thinking is more important in political cognition, while traditional political emotional factors are relatively weak. In the way of thinking, he tends to analyze problems from the perspective of micro, horizontal and pursuit, and is good at using reverse and negative thinking methods.
Second, political firmness needs to be strengthened. Most of the new generation of non-party representatives grew up in China after the reform and opening-up, lacking personal experience and profound understanding of the storm of political struggle, and lacking the experience of unity and cooperation with China's * * * production party, and their political grasp of the issue of right and wrong needs to be strengthened. Most of them are engaged in professional and technical work, and they don't know enough about the theory and policies of the party's United front, and they lack understanding and understanding of the inevitability, creativity and superiority of China's multi-party cooperation system. Some of them are greatly influenced by the western trend of democratization, and their ideological understanding is twofold: on the one hand, they agree with the great achievements of China's reform, opening up and economic development under the leadership of the Communist Party of China; However, when the reform is further deepened, especially when personal interests are involved, they hold a negative view of the situation. On the one hand, he supports the leadership of the * * * production party and is full of confidence in the future of the country; On the other hand, I deeply doubt the real implementation of policies such as "punishing corruption". On the one hand, I agree that China can't live without the leadership of the * * * production party, but seeing that the * * * production party is corrupt and the supervision mechanism is not perfect, I turn to envy the western political system. Therefore, strengthening the study of political theory, grasping the correct political direction, and truly becoming close friends of China's * * * production party are the urgent tasks of non-party representatives.
Second, the problems existing in the selection and training of non-party representatives.
The training and selection of non-party representatives is a long-term strategic task and a systematic project involving many departments, fields and links. At present, there are still some problems in the selection and training of non-party representatives, which need to be solved urgently
First, some units lack sufficient attention to the selection of non-party representatives. It is mainly manifested in the fact that there is no objective standard for recommendation and selection, the recommendation and selection process is not standardized, democratic procedures are not fulfilled, and arbitrariness is strong. This has caused some non-party representatives to be inaccurate in selecting materials, and some people with impure motives took the opportunity to enter, while some truly qualified people were turned away.
Second, there is a lack of standardized ways and methods to train the reserve forces of non-party representatives. The new situation and tasks require non-party representatives to keep up with the pace of the times in thought and action, and "follow the * * * production party on the right path". Socialist colleges at all levels undertake the task of theoretical training for non-party people, but due to the differences in political and ideological basis, cultural background and professional experience of non-party representatives, it is difficult to choose the training time, content and form. As for the arrangement of practical exercises, it is even more dispensable, long or short, and there is no chapter to follow. Due to the lack of training and inspection, most non-party representatives have directly taken up political posts, and it is difficult to give full play to their talents and play their due role.
Third, it is difficult to balance the performance of functions and responsibilities. The new generation of non-party representatives are generally elites and backbones of their units and professions, and they hold administrative or academic positions in their units, and their work is very busy. Because they also hold concurrent positions in the National People's Congress, the Chinese People's Political Consultative Conference and the democratic parties, in order to play a better role and perform the function of participating in and discussing state affairs, they need to carry out investigation and study, understand social conditions and public opinion, learn various policies and regulations, and become experts in related fields. This also takes up a lot of my time and energy, and often conflicts with my work. If it is not handled well, it will affect my work. When the leaders of the units where non-party representatives work lack understanding of United front work and multi-party cooperation, it will often lead to contradictions, affect relations, and even affect the development of non-party representatives in professional fields and units.
Third, some suggestions.
The first is to establish a standardized mechanism for the selection, training and appointment of non-party representatives. "the Central Committee of the Communist Party of China's Opinions on Consolidating and Strengthening the United Front in the New Century and New Stage" proposes to improve the working mechanism of training, selecting and appointing non-party representatives. This is an inevitable requirement and urgent need for the training and selection of non-party representatives. First, the selection and training of non-party representatives should be organized and coordinated by party committees and United front departments at all levels. Organizations at all levels of democratic parties and unit party organizations with relatively concentrated non-party intellectuals have arranged or intend to arrange non-party representatives to cooperate with organizations and United front departments in their work. The above departments should reach a consensus on the selection criteria, establish a practical communication and coordination mechanism, and make overall arrangements for related work. Second, the selection and training of non-party representatives should meet the needs of the development of multi-party cooperation, with long-term planning and short-term arrangements, and should be included in the overall work plans of party committees at all levels. The relevant work plan and implementation should be regularly informed to the democratic parties and relevant departments. Third, it is necessary to standardize the selection procedures, training, training and appointment procedures of non-party representatives, and establish and improve the publicity system and democratic evaluation system of non-party representatives.
The second is to establish a scientific and reasonable evaluation system for non-party representatives. This is the premise of ensuring the quality of the team of non-party representatives. The specific requirements are as follows: First, the combination of theory and practice should be scientific; Second, under the premise of basically ensuring the objectivity and fairness of the evaluation results, it has good operability and the evaluation method is simple and easy; Third, it should be able to fully reflect the evaluation of the evaluated object by leaders at all levels and ordinary people; Fourth, it should have a goal-oriented role, which is conducive to guiding and encouraging the evaluated object to develop in the right direction and goal.
The third is to establish a training system for non-party representatives combining theory with practice. Political theory training should be coordinated by the United front and organization departments, and be responsible for the division of labor by social institutes and party schools at all levels. According to the age level, education level and professional characteristics of non-party representatives, the training content and form are designed respectively, and different levels of training courses are offered. At the same time, it is necessary to organize various special topics and special training to help non-party representatives continuously improve their theoretical and policy level and political identity. Party committees and organizational departments at all levels should incorporate the practical training of non-party representatives into the overall plan for training reserve cadres, and arrange a certain number of non-party representatives to take temporary training every year to accumulate work experience. It is necessary to arrange for non-party representatives to participate in the National People's Congress, the Chinese People's Political Consultative Conference or serve as specialized personnel in a planned way, and to undergo training and tests in the practice of participating in and discussing state affairs. At the same time, we should adhere to the principle of inspection and evaluation in practice, and take the length of actual exercise and performance as an important basis for evaluating and appointing non-party representatives.
The fourth is to effectively raise awareness of the importance of the work of non-party representatives. We should deeply understand the importance and urgency of doing a good job in the work of non-party representatives from the height of adhering to and improving China's basic political system and implementing the strategy of strengthening the city with talents. It is necessary to completely eliminate prejudice and indifference to non-party talents, establish a correct view of non-party talents, establish the concept that non-party cadres are also party cadres, care for and attach importance to non-party cadres as much as party cadres, and actively create a good environment for the healthy growth of non-party representatives.
