Article 3 Under the leadership of the local Party committee, the administrative department for industry and commerce and the health department are responsible for the contents of food hygiene in rural fairs, and the departments of commerce, supply and marketing, food, animal husbandry and veterinary should actively cooperate and conscientiously implement these measures. The health department shall be responsible for health supervision and inspection, technical guidance and assistance in training.

Article 4 The catering industry, food processing industry and all kinds of cooked food vendors operating in rural markets shall apply to the administrative department for industry and commerce before opening, and after passing the examination by the health department, they shall be issued with health certificates and business licenses.
