National essential drug system is the core of national drug policy. The goal of establishing the national essential drug system is not only to meet the needs of the broad masses of people for disease prevention and treatment, but also to effectively use the limited health resources of the country, achieve the best social and economic benefits, and promote everyone to enjoy basic health care as the overall goal. To sum up, there are three main contents: (1) improving the availability of drugs. By establishing a national system of essential drugs and a system of ensuring the production, supply and quality of essential drugs, we will ensure the production and supply of essential drugs for treating common diseases, frequently-occurring diseases and major diseases that endanger public health, ensure that the public can get safe and effective drug treatment in time, and meet the needs of the broad masses of people for disease prevention and treatment. The state can also improve the drug circulation and distribution system, so that the public can obtain basic drugs through multiple channels and quickly, and improve the accessibility of drugs. (2) Ensure the affordability of drugs. Through the establishment of the national essential drug system and the basic drug price management system, the rationality of the basic drug price is guaranteed and the price is controlled within the affordable range of the people. At the same time, by improving the reimbursement mechanism of essential drugs in the medical insurance system, the application of essential drugs for the people will be guaranteed and the affordability of drugs for all will be improved. (3) Promote rational drug use. By establishing the national essential drug system, improving the system of allocation and use of essential drugs in medical institutions, strengthening the training and guidance of medical personnel, promoting the use of safe and effective essential drugs with reliable quality and reasonable price, standardizing clinical drug use behavior through prescription sets and standardized treatment guidelines, and improving the level of rational drug use.
