(1) office

Comprehensively coordinate the work of bureau organs and directly affiliated units, and urge the implementation of major issues; Responsible for messages, meetings, confidential documents, files, information, confidentiality, letters and visits, government affairs disclosure, news release, security and the construction of internal rules and regulations of the bureau; Responsible for coordinating and implementing the suggestions of NPC deputies and CPPCC members; Responsible for drafting the city's human resources and social security development plan and annual plan, and organizing and coordinating the establishment of major projects in this system; To undertake the statistical management of human resources and social security, and take the lead in formulating the allocation plan of special funds for employment and social security at the city level; To undertake the planning of bureau informatization construction; The Finance and State-owned Assets Division of the Administration shall supervise and guide the finance and state-owned assets management of the directly affiliated units.

(2) Legal Department

To formulate vocational training policies and plans for urban and rural workers in the city; To formulate policies for training and encouraging skilled personnel, and organize the implementation of training high-skilled personnel; Organize the implementation of vocational classification and vocational skill standards, be responsible for the examination and approval of the establishment of private vocational training institutions and private vocational skill appraisal institutions, and improve the vocational qualification system; Organize vocational training exchanges and cooperation between Rongtai and Taiwan; Responsible for the management of vocational skills competitions; Comprehensive management of technical colleges and vocational training institutions, to undertake the evaluation of professional and technical positions of teachers in technical colleges and universities.

To formulate the basic policies and development plans of urban and rural endowment insurance in the city and organize their implementation; Take the lead in formulating social security policies for landless peasants and supervise their implementation; Manage the retirement examination and approval of the insured employees according to the regulations; Responsible for the socialized management and service of enterprise retirees; Responsible for promoting migrant workers and urban elderly residents to participate in endowment insurance; Responsible for the confirmation of municipal enterprises to adjust the payment base of endowment insurance according to the new wage standard of government agencies and institutions; To formulate policies, plans and standards for industrial injury insurance and maternity insurance; Formulate measures for the management of industrial injury insurance and maternity insurance funds; Responsible for improving the policies on prevention, identification and rehabilitation of work-related injuries; To formulate measures for the administration of designated medical institutions, rehabilitation institutions and assistive devices in the city's industrial injury and maternity insurance, and be responsible for the overall planning of industrial injury and maternity medical expenses in the city and the identification of municipal-level industrial injuries; Supervise and manage social pension, work injury and maternity insurance agencies.

(6) Medical Insurance Department

To formulate policies and plans for coordinating urban and rural medical insurance in the whole city, and be responsible for organizing implementation, supervision and inspection; To formulate the measures for determining the urban and rural medical insurance rates, fund raising methods, diagnosis and treatment projects and fund payment standards in the whole city; To formulate measures for the management and expense settlement of designated medical institutions and retail pharmacies of medical insurance, and be responsible for the qualification examination of designated medical institutions and retail pharmacies of municipal medical insurance; To formulate policies for civil servants' Medicaid and commercial supplementary medical insurance, and manage the city's medical insurance fund jointly with relevant departments.

(7) Social Insurance Fund Supervision Office

Formulate the supervision system of social insurance and its supplementary insurance funds, organize the review and preparation of the draft budget and final accounts of the city's social insurance funds, participate in the formulation of the financial management system of social insurance funds, supervise the collection, payment, management and operation of social insurance and its supplementary insurance funds according to law, and supervise the distribution, use and management of special employment funds according to law; Responsible for the audit and supervision of municipal social insurance fund agencies and labor employment service agencies; Organize or assist in the investigation and handling of major cases concerning the management and use of social insurance funds; Responsible for the supervision and management of the operation of municipal social insurance fund operating institutions and supplementary insurance contractors; To undertake the daily work of the office of the Municipal Social Security and Fund Supervision and Management Committee.

(8) Labor Relations Department

Formulate labor relations policies, improve the coordination mechanism of labor relations, and organize the implementation of the labor contract system; To undertake the review and filing of collective contracts of municipal enterprises, and review the closure and bankruptcy of municipal state-owned enterprises and the resettlement plan for restructured employees; Responsible for policy placement and deployment; Organize and implement the system of working hours and rest and vacation for enterprise employees; To formulate measures for the implementation of policies prohibiting the illegal use of child labor and special labor protection policies for female workers and underage workers, and supervise their implementation; Formulate the city's labor quota standards and organize their implementation; Formulate macro-control policies for wage income distribution of enterprise employees, and improve the minimum wage system and wage payment guarantee mechanism; To formulate policies on the management of total wages of state-owned enterprises and the distribution of wages and income of enterprise leaders, and take the lead in formulating policies for establishing and improving the tripartite mechanism for coordinating labor relations in the whole city.

(9) Labor Supervision Office

To formulate the labor security supervision system and organize its implementation; Formulate the management and training system of labor safety inspectors and organize their implementation; Supervise major illegal cases and related emergencies according to law; Coordinate the relevant departments to carry out the work of safeguarding workers' rights, and be responsible for announcing to the public the illegal cases of labor security that have a significant impact on the whole city; Guide and supervise the county (city) to carry out labor security supervision; Responsible for the statistical work of the city's labor security supervision.

(10) Labor Dispute Mediation and Arbitration Division

Guide the city's labor dispute mediation and arbitration work, and formulate relevant policies and implementation rules according to law; Guide the construction of dispute mediation organizations and carry out labor dispute prevention work; Organize and coordinate the handling of cross-regional and influential major labor disputes, and be responsible for the training and management of labor dispute arbitrators in the city.
