In order to implement the Ministry of Education's Implementation Opinions on Further Doing a Good Job in Entrance Examination-free for Junior High Schools (Ji Jiao 1No. [20 14] 1) and the General Office of the Ministry of Education's Notice on Further Doing a Good Job in Compulsory Education Entrance Examination-free for Key Cities (Ji Jiao 1 Hall [20/KLOC-0) According to the Opinions of Beijing Municipal Education Commission on Admission to Compulsory Education in 20 15 Years (J.J.II. [20 15] No.3), the District Education Commission has studied and formulated the Implementation Rules for Admission to Compulsory Education in 2015 Years in Tongzhou District, which has been reported to the district government for approval and is hereby issued, and all units are requested to follow it.

In order to implement the Ministry of Education's Implementation Opinions on Further Doing a Good Job in Entrance Examination-free for Junior High Schools (Ji Jiao 1No. [20 14] 1) and the General Office of the Ministry of Education's Notice on Further Doing a Good Job in Compulsory Education Entrance Examination-free for Key Cities (Ji Jiao 1 Hall [20/KLOC-0) According to the Opinions of Beijing Municipal Education Commission on the Admission of Compulsory Education in 20 15 years (J.J.II. [20 15] No.3), with the consent of the district government, we hereby put forward the following detailed implementation rules for the admission of compulsory education in 2015 years in our district:

I. Guiding ideology

Comprehensively implement the Party's education policy, thoroughly implement the spirit of the Party's xx Congress, the Third Middle School of xx and the xx Plenary Session, implement the Opinions of the State Council on Deepening the Balanced Development of Compulsory Education (Guo Fa [2012] No.48) in accordance with the requirements of relevant laws and regulations, and deepen the comprehensive reform in the field of compulsory education in accordance with the overall thinking of consolidating achievements, perfecting the system and promoting reform, and vigorously promote educational equity. Coordinate the balanced allocation of compulsory education resources in urban and rural areas, fully implement quality education, strive to improve the quality of compulsory education and the level of running schools, strive to improve the admission rules of compulsory education, actively promote district system, maintain the continuity and stability of policies, and ensure the effective promotion of compulsory education in our region.

Second, the working principle

Adhere to the overall planning of the government and take the guarantee of compulsory education enrollment as a government act.

Adhere to the test-free proximity to ensure that school-age children and adolescents receive compulsory education.

Adhere to procedural norms, take compulsory education as an important part of standardizing running schools, and be fair, just and open.

Three. Admission conditions and methods

(1) School-age children and adolescents registered in this Municipality.

1. Primary school entrance

All school-age children who have reached the age of 6 (born on or before August 3rd, 2009) must participate in school-age population information collection at the specified time according to the school service scope determined by the District Education Examinations Institute and the township education committees, and then, under the leadership of their parents, go through the registration formalities at the specified time and place with the proof of actual residence (real estate license, purchase contract, invoice or other legal and valid proof of their residence) and household registration book.

2. Junior high school entrance

Primary school graduates with household registration in this city will be promoted to junior high school in the way of "single school scribing, students' actual residence within the service scope of middle school" determined by the District Education Commission. The district education examination center uses the unified junior high school entrance service system in the city to allocate admission.

Graduates from the First Experimental Primary School and Linheli Primary School are distributed by Liyuan Town Education Committee according to the principle of proximity. Furong primary school graduates are distributed by Lucheng Town Education Committee according to the principle of nearest admission. Lucheng Town Central Primary School graduates were assigned to Tongzhou No.3 Middle School by Lucheng Town Education Committee Office and reported to the District Education Examination Center for the record.

Primary school graduates who are required to enter junior high school in the districts and counties where their registered permanent residence or family's new address is located must fill in the Application Form for Admission to the Districts and Counties where their registered permanent residence or family's actual residence is located within the specified time, which will be examined and sealed by the district and county education committees where their students are enrolled, and then go through the registration formalities at the district and county education committees where their registered permanent residence or family's new address is located. After registration, return the Application Form for Admission to the District and County where the family actually lives to the primary school. Students are assigned to schools by the districts and counties where the registration department is located, and the districts and counties where the original student status is located no longer retain their junior high school entrance qualifications. Primary school graduates who need to return to the city in township areas of our district shall go through the formalities according to the above procedures. This work is the responsibility of the district education examination center.

3. Enrolment rate of disabled children and adolescents

Disabled children and adolescents registered in this city who are able to enter school for education after being tested by the district special education center shall be accepted by the district mentally handicapped school according to the degree of disability, or be enrolled in regular classes by ordinary primary and secondary schools where they actually live, so as to ensure their completion of nine-year compulsory education. Disabled children and adolescents should also participate in the information collection of school-age population at the specified time.

4. Admission of special students

Except for schools that can recruit students with special skills in sports, art and science and technology with the approval of the Municipal Education Commission, other schools may not recruit students in the name of special students. The enrollment items and quantity of special students should be tilted in the direction of Chinese excellent traditional culture and intangible cultural heritage. In 20 15, the proportion of special students enrolled in each school shall not exceed 20 14.

The Sports and Arts Department of the District Education Commission and the District Education Examination Center are responsible for organizing the enrollment of special students in a unified way.

(2) School-age children and adolescents who are not registered in this Municipality.

See Annex 2 for the situation of school-age children and adolescents who are not registered in this Municipality.

School-age children and adolescents who are not registered in this Municipality need to receive compulsory education in our district because their parents or other legal guardians work or live in our district. Their parents or other legal guardians hold their employment certificate in Beijing, residence certificate of their actual residence in Beijing, residence booklet, Beijing temporary residence permit, and certificate of no guardianship conditions in the local area issued by the township government (street office) where the household registration is located (hereinafter referred to as the five certificates). According to the requirements, at the specified time and place, the relevant commission office, the street office where the household registration is located or the township people's government will jointly examine and confirm, issue a certificate of studying in Beijing, and participate in the information collection of the school-age population.

School-age children who are studying in primary schools, who have issued the certificate of studying in Beijing and participated in the information collection of school-age population, enter my primary school by means of "multi-school joint computer allocation" and those who live in towns and villages by means of "allocation". Please refer to Annex 3 "Implementation Plan for Primary School Admission of School-age Children with Non-local Household Registration in Tongzhou District for 20 15 years" for details of "multi-school joint computer allocation". The township education committees shall formulate a primary school enrollment allocation plan for non-local registered school-age children, and report it to the district education examination center for review and filing before implementation.

Junior high school entrance, non-local primary school graduates who are not primary school graduates in our district, shall go to the neighborhood office or township people's government for examination and confirmation in accordance with the Implementation Rules for Examination and Verification of Compulsory Education Certificates for School-age Children with Non-local Household Registration in Tongzhou District, and issue a certificate of studying in Beijing. If the primary school in our district has not graduated and issued a certificate of studying in Beijing, if the primary school in our district has graduated and is not registered in this city, please contact the middle school in our district to study.

Where the people's government at or above the county level is the talent introduction plan for returned overseas students and children of all kinds of imported talents, the district education examination center shall coordinate and solve them according to the relevant provisions.

(3) Admission to boarding schools and private schools

School-age children and adolescents who apply to attend boarding schools (classes) must present their physical examination certificates at hospitals at or above the county level in this city after April 20 15.

In addition to boarding conditions, private schools can accept new students across districts and counties, and only accept new students in their own districts.

(4) Others

Students who hold the identity certificates of martyrs' children, Taiwan Province students, overseas Chinese children, servicemen's children and national model workers' children shall be taken care of under the same conditions according to relevant regulations.

Fourth, the job requirements

(1) Job responsibilities

The enrollment of compulsory education in our district is under the leadership of the District Education Examination Admissions Committee and the District Education Committee, and the District Education Examination Center is fully responsible for organizing the implementation.

Compulsory education enrollment in primary and secondary schools in the region is organized and coordinated by the District Education Examination Center. The enrollment of compulsory education in township primary and secondary schools is organized and coordinated by the Township Education Committee.

All primary and secondary schools strictly implement the detailed rules for the implementation of the work formulated by the District Education Committee, establish a sense of the overall situation, carefully organize and arrange, and effectively ensure that every school-age child who should receive compulsory education according to law enters school at the beginning of the new school year.

(2) Standardized operation

1. Strictly implement the time schedule of the District Education Committee.

2. Strictly implement the admission measures formulated by the District Education Committee.

Primary school entrance work, the city's household registration school-age children adhere to the principle of "housing-oriented, taking account of household registration". For freshmen with the same household registration and housing address within the scope of school enrollment, it is necessary to ensure that they attend the corresponding school; Freshmen whose registered permanent residence and housing address are inconsistent within the scope of school enrollment are mainly admitted with housing address; Within the scope of school enrollment, there are only freshmen with registered permanent residence and no housing. If the school fails to complete the enrollment plan, it will be admitted. District direct primary schools enroll students according to the service scope delineated by the District Education Examination Center; Rural primary schools recruit students according to the service scope designated by the office of the township education Committee.

Junior high school entrance work, the city's household registration of school-age children and adolescents according to the "single school scribing allocation of admission, and in the actual residence of students within the scope of secondary school services" approach.

School-age children and adolescents who are not enrolled at the specified time will be enrolled in public and private schools with spare degrees according to territorial arrangements. The district is arranged by the district education examination center, and the township is arranged by the township education Committee.

3. Implement planned management.

In 20 15 years, compulsory education enrollment in this city will be managed by plan. The District Education Commission shall formulate an enrollment plan according to the number of school-age population, the number of primary school graduates and the size of primary and secondary schools, and report it to the Municipal Education Commission for the record. Without approval, the school may not adjust the enrollment plan. 4. Strengthen the management of student status.

Beijing primary and secondary school management information system will establish a new student status according to the primary and junior high school entrance service system.

5. Put an end to illegal operations.

All primary and secondary schools strictly implement the timetable and admission procedures uniformly stipulated by the Municipal Education Commission. Resolutely control arbitrary charges; Resolutely prohibit public schools from holding various training courses for the purpose of selecting students alone or jointly with social training institutions or by entrusting them; Resolutely prohibit schools from enrolling students privately; It is strictly forbidden to organize any form of examination, test and interview to select students in compulsory education, and it is strictly forbidden to take all kinds of competition results and award certificates as the basis for admission; Resolutely prohibit junior high schools from enrolling students in advance in non-graduate grades of primary schools in violation of regulations. Seriously accept the supervision of the masses, seriously treat letters and visits from the masses, and seriously deal with violations of discipline according to law. The District Education Committee will promptly report the violations and then deal with them according to law.

6. Primary school entrance service system and junior high school entrance service system.

The district education examination center shall, in combination with the actual situation, formulate the instructions for the use of the primary school entrance service system and the junior high school entrance service system, and announce them to the public with the consent of the district education commission.

(3) publicity

Through the website of Tongzhou Education Examination Center, the District Education Committee publicized the implementation rules of compulsory education enrollment in this district, the instructions for the use of primary school enrollment service system and junior high school enrollment service system, the enrollment scope and enrollment plan of schools in each compulsory education stage. All primary and secondary schools publicize the nature of the school, the scale of running a school, the source of funds, and the enrollment arrangements in the form of enrollment brochures. All primary and secondary schools undertaking compulsory education should publicize the school admission list in a prominent position in the school and take the initiative to accept social supervision.

The office of the District Education Committee, the District Education Examination Center and the township education committees should publicize the compulsory education enrollment policy and the use of the enrollment service system in a wide, in-depth and detailed manner, especially to increase the publicity of the balanced development of compulsory education, the improvement of school quality and the construction of characteristics in the region.

(4) Supervision and inspection

The District Education Commission will strengthen the supervision and inspection of compulsory education enrollment, and once the violations in compulsory education enrollment are verified, the relevant schools and responsible persons will be severely dealt with.

In the compulsory education stage, the children of all kinds of personnel who are not registered in this Municipality but hold one of the following certification materials are regarded as school-age children and adolescents registered in this Municipality:

(1) The Letter of Approval for the Education of Children of Taiwan Compatriots issued by the District and County Education Committees;

(2) Letter of introduction from the children of postdoctoral researchers issued by the national postdoctoral management department and the arrival letter of their father (or mother);

(3) Certificates of dependents and servicemen issued by the Political Department at the division (brigade) level;

(4) Letter of proof issued by the county overseas Chinese affairs department that overseas Chinese children come to Beijing to receive compulsory education;

(5) the certificate of child relationship issued by the township people's government or the sub-district office and the permanent residence booklet of the father (or mother) in this city;

(6) The municipal human resources and social security department issued a valid work residence permit in Beijing;

(7) Identity certificate of children of non-local registered employees issued by Beijing Branch of China Sixth Construction Company of Chemical Industry.

20 15 implementation plan for primary school enrollment of school-age children with non-local household registration in Tongzhou district

According to the spirit of Tongzhou District Education Committee's Detailed Rules for the Implementation of Compulsory Education in Tongzhou District for 20 15 years, this implementation plan is formulated in combination with the actual situation in our district.

First, the district primary school service area does not recruit school-age children with household registration in this city to attend primary schools.

Non-school-age children who actually live in the service range of school-age children with household registration in Tongzhou District will pass the "five certificates" and issue a certificate of studying in Beijing. In principle, they will be allocated to schools with receiving conditions by means of "multi-school joint computer allocation".

2. Computer allocation

The second batch: if parents or other legal guardians of children of school age who are not registered in this city rent houses, after the first batch of allocation, they will be allocated by computer according to the order of filling in volunteers and the number of places acceptable to the school.

If the allocation of school-age children who are not registered in this city is unsuccessful, they will participate in the computer allocation of other schools with degrees in our district.

The enrollment of non-local registered school-age children in the district-level primary school service area is organized by the district education commission and implemented by the district education examination center. The distribution work will be strict in procedures, standardized in operation, fair, just and open.

Two, township primary school service area of non city household registration school-age children in primary school.

Non-school-age children with Beijing household registration issued by township primary school service areas shall be enrolled by the corresponding township education committees.

Three, the region's non-local household registration of school-age children in primary school enrollment schedule.

(1) From May 12 to June 3, parents or other legal guardians of school-age children who are not registered in this city in the service area of District Direct Primary School log on to the website of Tongzhou Education Examination Center to fill in their volunteers.

(2) On June 23, parents or other legal guardians of school-age children who are not registered in this city in the service area of District Direct Primary School log on to the website of Tongzhou Education Examination Center to check the computer allocation results.

4.
