Principles and opinions on the management of specialty setting in general secondary specialized schools. Setting up majors scientifically and reasonably is an important basic work for schools to achieve educational goals. In order to meet the needs of China's economic construction, social development and the establishment of a socialist market economic system, and to ensure the specifications and quality of personnel training in secondary specialized schools, the following principles and opinions are put forward on the management of specialty setting in general secondary specialized schools:

1. According to the demand of economic construction in various localities and industries for secondary professionals and the supply and demand situation of talent labor market, actively and steadily set up or adjust majors.

2. The Professional Catalogue of General Secondary Specialized Schools promulgated by our Commission 1993 is an important basis for setting or adjusting majors of general secondary specialized schools and their superior departments.

3. Specialty setting should conform to the law of personnel training, with clear training objectives, business scope and main subject foundation, and a relatively complete curriculum system combining theory with practice. Have the basic conditions such as teachers, books and materials and experimental practice that can meet the teaching requirements.

The State Education Commission is mainly responsible for formulating the principles and policies for the management of specialty setting in middle schools and revising the specialty catalogue, making statistics and summarizing the situation of specialty setting in middle schools nationwide and providing macro guidance.

3. If the school wants to set up a new major outside the professional catalogue, it needs to demonstrate the pilot major and report it to the competent department of the school for approval. The provincial education administrative department shall solicit the opinions of relevant business departments and then examine and approve (the schools directly under the central ministries and commissions shall be examined and approved by the competent department) and report to the State Education Commission for the record.

4. Schools that fail to pass the assessment must go through strict examination and approval by the competent department of the school before they can reach the qualified standard.

5. If there is any adjustment in the professional setting of each school, it should be reported to the provincial education administrative department and the relevant industry education administrative department for the record, so as to make overall planning, evaluation and supervision.
