Article 2 These Measures shall apply to all kinds of driving schools and operating driving instructor venues established in People's Republic of China (PRC) for the society and engaged in the training of civil automobile drivers and their own training courses. Article 3 The traffic administrative departments at all levels are the administrative departments in charge of the automobile driver training industry; Road transport management departments at all levels (including other designated departments, the same below) are specifically responsible for the management of motor vehicle driver training industry. Article 4 The management of automobile driver training industry shall adhere to the principle of "planning, coordination, supervision and service", protect equal competition, improve training quality, maintain the normal order of automobile driver training, and ensure the healthy development of automobile driver training industry. Article 5 The main responsibilities of automobile driver training industry management are: to formulate industry management rules and regulations, development plans, training standards, opening standards, opening approval procedures and be responsible for opening approval; Making teaching plans, teaching outlines and compiling teaching materials; Issue the "Motor Vehicle Driver School (Class) Training License" and issue student ID cards, teacher ID cards, coach car signs, graduation certificates and other related documents; Check and supervise the quality of driver training, coordinate the related work of motor vehicle driver training, sum up the advanced experience of driver training, vigorously promote new technologies and provide services for driver training. Article 6 The training of automobile drivers shall be socialized.

Under the guidance of national unified planning and the principle of fair competition, the automobile driver training school will become an economic entity that provides paid services to the society.

The department responsible for the management of automobile driver training industry and the management of automobile driver assessment and certification shall, in accordance with the principle of separating government from enterprise, not set up driver training schools (classes) and operating driving coaching places, and completely decouple them from their economic interests. Seventh automobile driver training is divided into professional driver training and non-professional driver training.

1. A professional driver refers to a driver whose occupation is driving a motor vehicle. Their training objectives should not only meet the technical requirements of drivers' qualification, but also meet the requirements of road transport related knowledge and technical business.

2. Non-professional drivers refer to drivers who do not drive motor vehicles as their occupation, and their training goal is to meet the technical requirements of motor vehicle drivers' qualifications. Eighth automobile driver training schools (classes) must meet the opening conditions promulgated by the Ministry of communications. The contents of opening conditions mainly include the following contents:

1. Equipment (teaching equipment, teaching AIDS, coach car);

2 venues (classrooms, coaching venues, logistics service facilities, etc.). );

3. Teachers (theory teachers, driving operation teachers);

4. Teaching management (syllabus, textbooks, teaching system, management system, accounting and teaching management personnel requirements, etc.). ). Article 9 The ratio of coach car to the number of students:

1. The number of trainees per large vehicle is not allowed to exceed 8;

2. The number of trainees per vehicle is not allowed to exceed 6;

3 other motor vehicles according to the model and driving hours to calculate the number of students. Tenth automobile driver training must implement the teaching plan and syllabus issued by the Ministry, and the training methods can be divided into full-time and class hour system:

The training mode of professional drivers is full-time training, and non-professional drivers can take full-time or class-time training. Eleventh driver training schools (classes) bid and approval procedures:

1. The bid for the driver training school (class) shall be conducted according to the procedures of application, project establishment, preparation, examination and certification. The specific provisions shall be determined by the provincial (autonomous region or municipality directly under the Central Government) Communications Department (bureau).

2. The bid for the vocational driver technical school shall be handled in accordance with the conditions stipulated by the relevant state departments. And by the provinces (autonomous regions and municipalities directly under the central government) road transport industry management department issued the "motor vehicle driving school training license". Implement the relevant regulations of the industry management department.

3. The application for the establishment of a Sino-foreign joint venture or cooperative driver training school (class) shall be examined by the traffic department (bureau) of the province (autonomous region or municipality directly under the Central Government) where it is located, and the opinions shall be submitted to the Ministry of Communications for approval.

4. After receiving the project approval certificate, the applicant shall complete the preparation according to the opening conditions of the declaration level within 6 months. Article 12 The road transport management department shall give a reply within 1 month after receiving the project application, and conduct the business opening examination and approval within 1 month after receiving the report on the completion of the preparation according to the business opening conditions. Thirteenth motor vehicle driver training schools (classes) approved to start business, with the issuance of the "motor vehicle driving school training license", the relevant follow-up procedures. Fourteenth teachers to implement the system of holding certificates.

Theoretical teachers should have technical secondary school education or above and have professional teaching ability.

Driving instructors must hold a motor vehicle driving license of the People's Republic of China and a technical grade certificate above the intermediate level; Have a high school education or above and basic theoretical knowledge and teaching ability of motor vehicle driving.

Teachers must pass the training examination and obtain the "Teacher Certificate" issued by the road transport management department before they can take up their posts.
